As the User Terminal Program Manager, you will integrate into the existing User Terminal development team, collaborating with external technology vendors to provide user terminal solutions for Telesat. Reporting to the Director of User Terminal Program Management, you will oversee the development of user terminals tailored to various market segments considered by Telesat.
This role demands a proficient program manager with substantial experience in the development of satellite user terminal technologies, including their manufacturing, delivery, and installation. The User Terminal Program Manager will act as a central point of contact, necessitating a team-oriented individual comfortable navigating a multi-functional organization involving engineering, program management, business development, and sales.
Main Responsibilities- Oversee the planning and execution of multiple vendor programs, managing scope (contract, statement-of-work, work-breakdown-structure, monthly executive reporting), schedule, milestones, risks, opportunities, and budget.
- Manage user terminal programs, including flat panel antennas, and provide progress reports.
- Ensure accurate tracking and reporting of both internal and external vendor developments, identifying risks and challenges for the overall Lightspeed program.
- Collaborate closely with product, program, engineering, and commercial teams to comprehend user terminal requirements and ensure timely and budget-compliant vendor deliveries.
- Work alongside Telesat's engineering, legal, and contracts teams to facilitate the preparation of partnership, development, and supply agreements with selected vendors.
- Develop and execute program initiatives for the Telesat Lightspeed constellation in close coordination with commercial and services teams.
- Create necessary documentation for effective management and execution of user terminal programs in collaboration with technical experts in the engineering team, including dashboards.
- Evaluate vendor development progress and prepare program inputs for presentations to brief Lightspeed leadership on highlights, challenges, and future plans.
- Collaborate with suppliers to develop cost-effective design initiatives that meet target production costs for user terminals.
- Bachelor's degree in engineering or a relevant discipline with a focus on communication systems or satellite terminals.
- A minimum of 6 years of program management experience in a STEM field, with at least 2 years in the satellite communications sector.
- A Master's degree or MBA is advantageous.
- Extensive experience managing multiple concurrent and interdependent projects.
- Strong proficiency in project management tools, including Microsoft Project or similar scheduling tools (e.g., Primavera Cloud, Primavera P6, Jira).
- General knowledge of modem, RF, electronics, and antenna technologies.
- Experience addressing business considerations and practical limitations related to system design and implementation.
- Experience collaborating with external vendors, including design and manufacturing facilities.
- Ability to prioritize opportunities, needs, and resources effectively.
- PMP Certification is a plus.
- Fluency in English, both written and oral.
- Make decisions regarding task priorities as needed while leading external vendor designs.
- Exhibit self-motivation and the drive to complete diverse tasks.
- Demonstrate the ability to work effectively with a diverse global team.
- Ability to articulate technical solutions in a clear, concise, and accurate manner.
- Capable of executing in ambiguous situations and making reasonable decisions.
- This role does not have direct reporting staff but is expected to lead multi-disciplinary project teams and provide technical assistance or guidance to other engineers or specialists.
- Supervise suppliers/contractors during supplier-facing activities.
- This position is based out of the Ottawa, ON office.
- Full-time office or hybrid 60/40 office/remote, subject to work needs.
- Working conditions are generally comfortable and typical of an office environment.
- Occasional travel, including international travel, is anticipated.
