Position Overview:

The City of Toronto is seeking a dedicated and experienced professional to join the Policy Unit within the Strategic Initiatives, Policy & Analysis section. As a Senior Planner, you will be responsible for spearheading and managing intricate planning, policy, and research projects, as well as evaluating development applications and site assessments related to ecological matters, natural heritage systems, and biodiversity.

Key Responsibilities:

  • Lead comprehensive planning studies and policy analyses, coordinating with staff and consultants to prepare and assess planning policies and research focused on natural heritage and biodiversity.
  • Evaluate applications for natural heritage and ecological protection, ensuring compliance with relevant legislation and policies, including the review of various environmental studies and management plans.
  • Represent the Division in various forums, including community councils and meetings with stakeholders, addressing ecological and biodiversity concerns and participating in policy discussions.
  • Identify and analyze emerging environmental planning issues, particularly those related to climate change, and communicate findings to colleagues and the public.
  • Serve as an expert witness for the City at relevant tribunals.
  • Facilitate community engagement initiatives, ensuring comprehensive public involvement and feedback documentation.
  • Provide expert guidance on ecological and natural heritage planning to other divisions within the organization.
  • Stay informed on ecological principles and municipal policies, analyzing development trends to propose innovative solutions to pressing environmental challenges.
  • Prepare detailed reports and presentation materials for City Council and its committees.
  • Conduct special planning assignments as required.
  • Lead site evaluations and technical analyses to assess the applicability of environmental studies.
  • Offer technical commentary on environmental impact assessments to ensure alignment with Official Plan policies.

Qualifications:

Applicants must demonstrate qualifications in the following areas:

  • Post-secondary education in relevant fields such as biology, ecology, environmental science, or planning.
  • Extensive experience in managing complex projects related to ecological planning and policy.
  • Proven experience in community engagement and collaboration within multi-stakeholder environments.
  • Experience in reviewing and preparing environmental impact assessments related to natural heritage.
  • Knowledge of relevant environmental policies and legislation.

Skills Required:

  • Strong critical thinking and problem-solving abilities.
  • Excellent communication and interpersonal skills.
  • Ability to balance diverse stakeholder interests.
  • Familiarity with current planning legislation and ecological monitoring techniques.
  • Proficiency in project management and the ability to prioritize multiple assignments.
