Job Summary

We are seeking a highly skilled Procurement Specialist to join our team at the Manitoba Institute of Trades & Technology. As a key member of our procurement team, you will be responsible for developing and managing an effective procurement program, overseeing the daily processing of purchase requisitions, and acting as a resource to other staff and vendors.

Key Responsibilities
  • Conduct procurement activities, including sourcing, bidding, negotiating, and contracting for goods and services.
  • Collaborate with various departments to understand their purchasing needs and provide guidance on procurement strategies.
  • Prepare and issue requests for proposals (RFPs), requests for quotations (RFQs), and invitations to tender (ITTs) based on our requirements.
  • Evaluate supplier proposals and bids, ensuring they meet our requirements for quality, cost-effectiveness, and sustainability.
  • Monitor and enforce compliance with our procurement policies and procedures.
  • Review, analyze, edit, and code requisitions from user departments to ensure the adequacy of tender/purchase descriptions and that data related to specifications, delivery, inspection, and special conditions have been provided prior to placing orders.
  • Coordinate and monitor all ongoing contracts, including facilitation of renewals to ensure no disruption of goods or services.
  • Coordinate and ensure all fleet vehicles are registered and properly maintained, including tracking of usage.
  • Serve as a liaison between departments and external suppliers, addressing any issues that arise during the procurement process.
  • Lead the resolution of non-compliance issues with vendors/suppliers.
  • Stay informed about market trends, supplier capabilities, and industry best practices to recommend improvements in procurement processes.
  • Participate in the development and implementation of procurement strategies to optimize purchasing efficiency and cost savings.
  • Build and maintain a vendor base of secure, stable, reliable, and cost-effective suppliers of goods and services for our organization, including conducting supplier risk assessments.
  • Develop a purchasing schedule to permit sufficient lead time to carry out tender/purchasing procedures and to ensure the timely delivery of materials.
  • Ensure that all legal, regulatory, policy requirements, and standards are met throughout the tender/RFQ issuance, receipt, evaluation, and award stages of the procurement process.
  • Possess knowledge about the importance of sustainable procurement practices and principles, experience operationalizing these, and a willingness to work on inter-governmental committees contributing to the advancement of sustainable procurement within the Province of Manitoba.
  • Prepare and distribute reports for contractual obligations at year-end and other provincial reports as requested.
Requirements
  • A combination of related education and experience may be considered.
  • Bachelor's degree in business administration, Supply Chain Management, or a related field.
  • Minimum of 3 years of experience in procurement or purchasing, preferably in a public sector or educational institution environment.
  • Thorough knowledge of procurement principles, practices, and procedures.
  • Strong negotiation, contract management, and supplier relationship management skills.
  • Ability to communicate effectively with stakeholders at all levels.
  • Excellent analytical and problem-solving abilities.
  • Strong organizational and time management skills, with the ability to work under pressure, multi-task, and prioritize.
  • Ability to work both independently and in a team environment.
  • Proficiency using MS Office applications.
Preferred Qualifications and Experience
  • Supply Chain Management Professional (SCMP) designation.
  • Post-secondary education in Materials Management.
  • Experience in RFP and RFQ development.
  • Experience with ERP systems for procurement processes.
Conditions of Employment
