Job Summary

The Niagara Region is seeking a highly skilled and experienced Program Manager, Early Years Development to lead the Healthy Babies Healthy Children (HBHC) Program. This is a key role in the Family Health department, responsible for providing technical expertise and administrative collaboration to ensure the effective planning, implementation, and evaluation of the HBHC Protocol.

Key Responsibilities
  • Program Development and Implementation
    • Develop and implement the HBHC Program, ensuring alignment with the Ontario Public Health Standards and community needs.
    • Collaborate with internal and external partners to coordinate prevention, early intervention, and treatment services for children.
  • Program Management and Leadership
    • Provide leadership and direction to the HBHC Program team, ensuring effective program delivery and staff development.
    • Develop and manage program budgets, ensuring efficient use of resources.
  • Community Partnerships and Engagement
    • Develop and maintain partnerships with community organizations, healthcare providers, and other stakeholders to promote the HBHC Program and enhance service delivery.
    • Engage with community members, families, and healthcare providers to promote the program and provide education on early child development.
  • Policy Development and Implementation
    • Develop and implement policies and procedures for the HBHC Program, ensuring compliance with regulatory requirements.
    • Ensure staff awareness and adherence to program policies and procedures.
  • Quality Improvement and Evaluation
    • Develop and implement quality improvement initiatives to enhance program effectiveness and efficiency.
    • Evaluate program outcomes and make recommendations for improvement.
Requirements
  • Education
    • Post-secondary degree in Nursing (B.Sc.N.) or a related field.
    • Masters degree in Health Sciences, Education, or Administration is an asset.
  • Experience
    • Minimum 3 years of experience in public health nursing and community health promotion, with additional experience in management or supervisory roles.
    • 5 years of experience in public health nursing and community health promotion is preferred.
  • Skills and Competencies
    • Strong leadership and management skills, with experience in program development and implementation.
    • Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders.
    • Ability to analyze data and make informed decisions.
    • Strong knowledge of public health policies and regulations, with experience in policy development and implementation.
