Senior Lands and Tax Administration Manager

The Senior Lands and Tax Administration Manager is responsible for implementing the Lheidli T'enneh Land Code and administering services and programming for environment management, ensuring responsible stewardship by creating, monitoring, and evaluating community land use plans. The Manager will collaborate with and support the elected Lheidli T'enneh First Nation Lands Authority Committee.
About Lheidli T'enneh First Nation:Lheidli T'enneh First Nation is an Indigenous community located in and around the city of Prince George, British Columbia. The name "Lheidli" means "The People from the Confluence of the River" in the Carrier language, referring to where the Nechako River meets the Fraser River and their traditional territory.
Within this territory, Lheidli T'enneh works hard to develop economic opportunities but also to practice and preserve traditional activities. Through various programs and services, Lheidli continues to maintain and protect its culture and history for its 400 plus members while improving their quality of life.
Today, the Lheidli T'enneh First Nation moves forward as a motivated, educated, and determined Nation, one that connects the lessons of the past with the hopes and dreams of the future.
Duties and Responsibilities:- Negotiate, develop, implement, and enforce land use plans including the administration of taxation structures, environmental management, frameworks, community planning, and development of local Land Code laws.
- Monitor the property taxes/local revenue for the Nation and ensure all revenue are invoiced and collected from the parties, as well as return and expenditure law are submitted to the appropriate authority on time.
- Liaise and partner with Lheidli T'enneh Members, the Lands Authority, Chief and Council, and provincial and federal governing bodies.
- Manage the Lands Management departments, including day-to-day operations, financial and administrative management, and establish strategies to ensure optimum service delivery to Members.
- Provide assessment and recommendations regarding On-Reserve Land-Use Referrals that may lead to the development of partnership, investment, and capital infrastructure opportunities with various stakeholders.
- Inform staff and Community Members on the Lheidli T'enneh Land Code.
- Prepare regular monthly progress reports to management and political (internal) representatives.
- Support management in strategic planning and program implementation.
- Perform other duties and responsibilities as necessary in the performance of the position and as assigned by the Director of Lands, Natural Resources and Stewardship.
- Specialized technical and job expertise at a senior level in the areas of Land Use Planning, Land Code Management and Taxation, and applicable legislation.
- Demonstrated knowledge of relevant computer software and technological tools including GIS and mapping software.
- Bachelor's Degree in a related field such as natural resource management, environmental science, land use and environmental planning, or related field.
- Professional Land Management Certification is an asset.
- 3+ years of relevant work experience in a similar role.
- Experience in community development.
- Preference will be given to candidates with work experience in First Nations organizations.
- Ability to undergo an appropriate criminal records review and vulnerable sector criminal record check successfully and periodically is required.
