Job Title: Manager, Strategic Data Integration and Intelligence Analytical Unit

We are seeking a highly skilled and experienced Manager, Strategic Data Integration and Intelligence Analytical Unit to join our team at the City of Calgary.

About the Role

This is a unique opportunity to lead the development and implementation of strategic data integration and intelligence operations that will enhance community safety through the provision of intelligence that informs organizational decisions. As a key member of our team, you will be responsible for coordinating the intelligence process, from data acquisition and integration to analysis and strategic recommendations.

Key Responsibilities
  • Provide expertise in applying intelligence methodologies, such as the intelligence cycle, to effectively gather, analyze and distribute intelligence products.
  • Prepare intelligence-led strategic documents that assess the nature, distribution and drivers of gun and gang violence for CPS management, Calgary Police Commission and other governmental and policing agencies.
  • Manage the expansion of Enterprise GIS solutions within CPS as it relates to criminal intelligence and gun and gang violence.
  • Drive the development of dashboards, reports and presentations specific to gun and gang violence that effectively communicate insights to stakeholders at all levels.
  • Lead the collaboration of cross-functional teams including law enforcement, researchers and community stakeholders to interpret intelligence findings and inform strategic initiatives.
  • Stay up to date on industry trends and emerging technologies in data integration, intelligence analytics and spatial intelligence.
  • Lead the strategic integration of different datasets from multiple sources to create a complete understanding of gun and gang violence dynamics.
Requirements
  • A degree in Criminal Justice, Intelligence Studies, Data Science, Statistics or a related field and a minimum of 10 years of analytical work experience including crime and intelligence analysis within the law enforcement, intelligence community or related field; OR
  • A Master's degree in Criminal Justice, Intelligence Studies, Data Science, Statistics or a related field and a minimum of 4 years of analytical work experience including crime and intelligence analysis within the law enforcement, intelligence community or related field.
  • Equivalent combinations of education and experience may be considered.
  • Experience in statistical analysis and data manipulation and an understanding of the ethical and legal considerations surrounding intelligence operations and data privacy is required.
  • Knowledge of the criminal justice system, the legislative framework, investigative procedures, protocols and tactics are also required.
  • Success in this position requires leadership, managing resources, planning and prioritizing, strategic thinking, change management, coaching and development, focus on results and relationship building. Excellent communication and interpersonal skills, with the ability to collaborate effectively across multidisciplinary teams.
