Position Overview
Our Capital Finance Office is on the lookout for a Senior Project Financial Control Officer for the Ontario Line Project. This role is pivotal in managing and coordinating financial and budgetary oversight, along with reporting and accounting responsibilities.

Key Responsibilities
  • Perform financial and contract analysis to ensure alignment with strategic objectives and generate reports and presentations that facilitate planning and decision-making for Senior Management and The Board.
  • Identify, evaluate, and propose solutions for financial challenges affecting capital and operational projects and/or contracts.
  • Provide financial analysis and relevant reporting metrics to Corridor Directors and project teams as necessary.
  • Lead the financial reporting analysis for the division's capital commitments and individual projects by reconciling accrued costs, forecasting expenditures, and pinpointing variances.
  • Deliver financial insights, expertise, and guidance to senior management and project teams regarding project payments and fiscal matters throughout the lifecycle of large, concurrent multi-billion-dollar capital projects.
  • Understand the priorities of various stakeholders and team members, adapting support strategies accordingly.
  • Regularly update project budgets and forecast variances, identifying potential concerns and advising senior management.
  • Collaborate with Corporate Finance and Corporate Controller on matters related to accruals, audits, and compliance.
  • Utilize financial and administrative controls, reporting, and systems to support program objectives, ensuring adherence to accounting standards and corporate policies.
  • Assist in managing capital and operational budgets by coordinating program budget information, including variance reports, budget forecasts, and financial analyses.
  • Conduct budget mapping, allocation, and transfers, track Estimate at Completion (EAC), and provide appropriate cost coding as requested.
  • Monitor and track open purchase orders, claims, quarterly resource forecasts, and actual costs incurred.
  • Implement a robust accounting control system to ensure consistency in payments, cost accounting, and financial reporting of project activities.
  • Oversee cash flow analysis to identify trends and issues related to funding requests.
  • Guide others in their daily activities without direct supervisory responsibilities.

Qualifications
  • A diploma or degree in Business Administration, Accounting, Finance, or a related field, or an equivalent combination of education, training, and experience.
  • CPA or a similar accounting designation is preferred.
  • Demonstrated progressive experience in finance and contract management.
  • Knowledge and experience in accounting, financial analysis, and reporting principles within large, complex multi-billion dollar construction and infrastructure projects.
  • Understanding of governance, accountability, quality management systems, and risk mitigation strategies to identify and address risks and accounting implications for project baselines.
  • Strong influencing skills to persuade senior management, colleagues, clients, and vendors to adhere to financial and cost control processes.
  • Experience with Cost Management tools such as EcoSys, Unifier, and Oracle EBS is advantageous.
  • Advanced proficiency in MS Office, particularly in MS Excel and MS Access, along with database management skills.
  • Excellent interpersonal, oral, written, and presentation skills.
