POSITION OVERVIEW
The Transit Operations Specialist is tasked with the planning, administration, and oversight of the transit system in Spruce Grove. This role offers professional planning insights and recommendations to steer the expansion and enhancement of transit services. The position requires close cooperation with various municipal departments, service delivery contractors, and regional stakeholders to ensure the provision of safe, dependable, and efficient on-demand and scheduled transit services.
COMPENSATION: The salary range for this role is $94,549 - $112,385.
KEY RESPONSIBILITIES
Transit Operations and Planning
- Evaluate and monitor transit data, including ridership and key performance indicators, to gain insights into customer travel behaviors and route effectiveness.
- Formulate and update both short-term and long-term service strategies that align with the city's public transportation objectives.
- Conduct service assessments, route planning analyses, and transit marketing studies.
- Review and modify routes, schedules, and service levels based on observed ridership patterns and seasonal changes.
- Identify opportunities for enhancement to boost overall customer satisfaction through feedback from users, City staff, and City Council requests.
- Evaluate and enhance the accessibility of transit services for all users, including individuals with disabilities, by applying inclusive design principles and ensuring compliance with relevant accessibility standards.
- Utilize industry benchmarks to comprehend public transit's role within the city's strategic framework.
- Oversee transit operations contracts and revenue/cost-sharing agreements with neighboring municipalities.
- Negotiate, review, and maintain agreements with transit service providers and regional partners.
- Compile operational and financial data and prepare monthly invoices based on revenue/cost-sharing formulas.
- Engage with the business community, citizen groups, and government entities to advocate for transit services.
- Deliver exceptional customer service and public relations to user groups, residents, and the broader community.
- Conduct annual ridership satisfaction surveys to uncover methods for service improvement and development.
- Represent the city in various ad-hoc work groups and committees, providing technical expertise and divisional input.
- Work in conjunction with other regional transit systems, contributing to collaborative transit initiatives.
- Participate in the implementation and management of fare payment systems.
- Maintain strong connections with transit administrators in surrounding municipalities.
- Identify transit capital and infrastructure needs and assess fleet requirements.
- Engage in the bus procurement process and prioritize bus stop enhancement projects.
- Prepare and manage grant applications and submit claims with necessary documentation.
- Understand and comply with City policies, procedures, and standards, as amended periodically.
- Provide leadership in Health and Safety by ensuring the well-being of staff within the section.
- Act as a steward of the City's Corporate Culture by empowering and supporting staff.
- Perform other job-related duties as assigned.
QUALIFICATIONS
Essential Qualifications
- University degree in Urban Planning, Geography, Transportation Engineering, Business, or a related field.
- A minimum of 3 years of progressive experience in public transit, transportation planning, and business strategy.
- Exceptional communication and presentation skills.
- Strong analytical and decision-making abilities, with the capacity to draw conclusions and offer recommendations based on thorough analysis and supporting data.
- Excellent written and verbal communication skills for producing professional reports, presentations, and customer correspondence.
- Ability to work effectively and professionally with all organizational levels and external stakeholders.
- Capability to develop, implement, and assess innovative plans.
- Strong customer service orientation and the ability to cultivate positive, productive business relationships.
- Ability to exercise tact and diplomacy in sensitive interpersonal situations.
- Proficient in Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
- CIP (Canadian Institute of Planners) certification.
- Experience with GIS (Geographic Information System) for mapping and spatial analysis.
- Project Management certification.
- Professional designation in Planning, Engineering, or Business/Commerce in Alberta.

CONDITIONS OF EMPLOYMENT
- Class 5 Driver's License.
- Must obtain a satisfactory review of a three-year Driver's Abstract.
- Criminal Record with Vulnerable Sector Check Clearance.
