Position OverviewThe Senior Quality Manager is tasked with the formulation, execution, and oversight of a tailored Project Quality Plan (PQP) specific to the contract. This role is integral to the project management team, necessitating the ability to operate independently, engage professionally with both project teams and clients, and exhibit exceptional communication and conflict resolution skills. The Senior Quality Manager will effectively manage a diverse workload and navigate challenging scenarios with efficiency. A mindset geared towards Continuous Improvement (CI) and Total Quality Management (TQM) is essential, as this individual will spearhead quality management initiatives on the project.
The Senior Quality Manager serves as the primary quality representative, possessing full authority to halt operations concerning quality matters. This position oversees the project quality department and is responsible for supervising all quality personnel, both salaried and hourly.

Responsibilities- Develop and implement a contract-specific Project Quality Plan (PQP).
- Review and endorse subcontractor quality plans to ensure adherence to contractual obligations.
- Ensure quality personnel are properly assigned, trained, and equipped to execute the PQP, with all project staff having access to necessary quality resources.
- Oversee the implementation of a Nuclear Quality Assurance Program within a construction context, addressing issues management, nonconformance reporting, subcontractor oversight, internal assessments/audits, causal analysis, inspections, procurement oversight, and commissioning.
- Guide and mentor junior QA/QC staff to cultivate and reinforce appropriate behaviors.
- Foster a positive, collaborative relationship with the client team, understanding their needs while promoting a culture of nuclear safety.
- Interpret quality standards and regulatory requirements, formulating strategies for implementation.
- Work closely with district quality management to ensure uniform implementation across the organization.
- Conduct causal analysis investigations related to project issues.
- Perform QA audits and assessments on the Quality Management System (QMS), PQP, subcontractor quality plans, and other relevant processes, documenting findings and executing effective corrective actions.
- Analyze findings to identify trends that may pose risks to the project, collaborating with the project management team to develop mitigation strategies.
- Encourage Continuous Improvement and timely reporting of conditions impacting the project.
- Engage actively in operational planning sessions, providing quality-related input and ensuring the development of Inspection and Test Plans (ITP) for all operations.
- Ensure all quality documentation required for project turnover is completed, compliant with contractual standards, and organized.
- Present at meetings to advocate for quality objectives and address issues.
- Conduct regular performance reviews with all project quality staff.
- Perform additional duties as assigned.
- Experience in developing and implementing a contract-specific Project Quality Plan (PQP).
- Ability to review and approve subcontractor quality plans for compliance.
- Experience in managing quality personnel and ensuring they are adequately trained and equipped.
- Proven track record in overseeing a Nuclear Quality Assurance Program in a construction environment.
- Experience in mentoring junior QA/QC personnel.
- Strong relationship-building skills with clients, promoting a culture of safety.
- Ability to interpret and implement quality standards and regulatory requirements.
- Experience in conducting causal analysis and QA audits.
- Strong analytical skills to identify project risks and develop mitigation strategies.
