About the Role

We are seeking a highly skilled Senior Principal Programmer Analyst to join our team at the City of New York. As a key member of our Information Technology Services (ITS) organization, you will play a critical role in supporting the daily, emergent, and long-term needs of our agencies.

Key Responsibilities
  1. Gather Requirements and Develop Solutions: Gather detailed requirements of program user specifications and system enhancements relevant to evolving state regulations, ensuring the development team creates the correct system changes among various existing legacy systems.
  2. Engage in Project Design and Development: Engage in all phases of project design, development, and specification writing, assuming responsibility for performing system analyses on software programs, applications, and web services.
  3. Perform System Analyses and Provide Technical Assistance: Perform analysis, create/modify specifications using ADO's through Azure DevOps and Microsoft tools, during the different phases of the project to help minimize business impact.
  4. Develop System Enhancements and Determine Feasibility: Develop, analyze, and design system enhancements for HRA users, ensuring they are relevant to agency needs, and determine the feasibility of their need requests.
  5. Maintain Relationships and Coordinate Data Processing: Maintain strong relationships between New York City and New York State programming staff, coordinating and facilitating data processing activities relative to user requirements.
Requirements

To be successful in this role, you will need:

  • A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field and one year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design.
  • Or a four-year high school diploma or its educational equivalent and five years of satisfactory full-time computer software experience as described above.
  • Or education and/or experience equivalent to the above.
Preferred Skills
  • Experience in Agile, Azure DevOps, and other Microsoft tools towards building and/or enhancement of software and/or applications.
  • Proficiency in all phases of project design, development, and specification writing.
  • Strong interpersonal, oral, and written communication skills, strong documentation skills, and the ability to handle multiple tasks under tight deadlines.
  • Experience/knowledge in SQL/Oracle queries and analysis of complex data.
