Job Summary

We are seeking a highly skilled and experienced Communications and Community Engagement Manager to join our team at the City of Burnaby. As a key member of our organization, you will be responsible for developing and implementing our communications and community engagement strategy, providing communications advice to management and staff, and liaising with other managers to produce communications materials and integrate them into City-wide initiatives.

Key Responsibilities
  • Develop and implement the City's communications and community engagement strategy, aligned with the Corporate Strategic Plan and departmental plans.
  • Provide communications advice to management and staff on high-profile Council priorities, sensitive, controversial, and confidential matters.
  • Liaise with other managers to produce communications materials and integrate them into City-wide initiatives.
  • Analyze emerging operational issues and initiatives, and provide guidance and assistance on issues management and communications plans.
  • Manage communications and community engagement staff, providing direction and guidance on recruitment, performance, and attendance management, training, coaching, and development.
  • Host regular meetings with staff to determine and discuss departmental goals and objectives, and provide direction and guidance to external consultants on marketing and communications projects.
  • Take the lead on developing, refining, updating, and implementing the communications and community engagement strategy, ensuring it meets Corporate strategy, standards, and messaging requirements.
  • Administer and monitor communication budgets, establish and maintain effective working relationships with internal and external stakeholders, and provide communications expertise and support as a member of the Emergency Operations Centre (EOC).
Requirements
  • Master's degree in Communications, Business Administration, English, Journalism, or a related discipline.
  • Minimum five years of related management experience in a multi-level public-sector organization, or an equivalent combination of education, training, and experience.
  • Considerable knowledge of policies, rules, and regulations governing the work and of the City, as well as theories, principles, methods, practices, procedures, and delivery techniques governing communications and issues management.
  • Ability to manage, direct, and oversee a moderate-sized group of staff, analyze issues, and provide advice, guidance, and assistance.
  • Excellent communication and interpersonal skills, with the ability to establish priorities and accomplish objectives in a timely manner.
