The City of New York is seeking a dedicated individual to fill the role of Project Coordinator for Construction Initiatives. This position requires applicants to hold a permanent title within the Computer Specialist (Software) civil service classification.
About the Department:
The Department of Social Services (DSS) encompasses the administrative divisions of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is committed to alleviating poverty and income disparity by offering essential services to New Yorkers in need, including Food Assistance and Emergency Rental Assistance. Meanwhile, DHS focuses on preventing and addressing homelessness through innovative strategies aimed at helping families and individuals transition from shelters to self-sufficiency.
Role Responsibilities:
The Information Technology Services (ITS)/Special Services Systems is looking for a Computer Specialist (Software) IV to serve as a Project Director. The successful candidate will be responsible for:
1. **Leading Teams**: Directing and coordinating Design and Analytics teams to gather business and functional requirements, fostering effective working relationships, and promoting collaboration to achieve common goals.
2. **Resource Management**: Strategizing and planning resource assignments, proposing solution blueprints, estimating levels of effort, and overseeing daily activities of development units.
3. **Requirement Analysis**: Leading teams in requirement gathering and analyzing procedures, rules, and regulations to ensure compliance with state and local laws, acting as a Subject Matter Expert (SME) throughout the project lifecycle.
4. **Executive Recommendations**: Preparing technical and administrative recommendations for executive management to guide decision-making processes, ensuring the integrity and efficiency of all DSS solutions and optimizing the use of agency resources.
Qualifications:
1. A baccalaureate degree from an accredited institution, including or supplemented by twenty-four (24) semester credits in computer science or a related field, along with two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications.
2. Alternatively, a four-year high school diploma or its equivalent and six (6) years of full-time satisfactory software experience as described above, including one year in a project leadership role or as a significant contributor on a complex project.
