The Okanagan Indian Band is presenting an exceptional career opportunity for a Chief Administrative Officer.
The Chief Administrative Officer will cultivate positive relationships with both internal and external stakeholders to advance and support the OKIB's Strategic Plan while ensuring robust financial practices. Reporting directly to the Chief and Council, this role is accountable for managing and overseeing all band programs, ensuring adherence to budgetary constraints. The incumbent will guarantee that all operations are executed in a respectful and responsible manner, ensuring compliance with relevant legislation, policies, and procedures.
This position will involve collaboration with Departmental/Program Directors to establish and manage performance and operational objectives that align with the OKIB's Strategic Plan. The successful candidate will design, implement, and oversee the daily operational systems and processes that reflect OKIB's mission and values. Additionally, the role will serve as a liaison among various government agencies, private sector businesses, and other stakeholders within the community, playing a pivotal role in planning and supporting administrative projects or initiatives.

KEY RESPONSIBILITIES
Strategic and Operational Planning
- Facilitate the coordination and development of comprehensive plans, including but not limited to strategic plans, community plans, land use, and economic development plans to achieve organizational goals.
- Lead planning initiatives for projects, establishing project management practices to support and report on progress.
- Provide leadership to Department Managers to ensure the implementation of strategic plans at the departmental and staff levels.
- Assist in the development of operational plans aligned with the Council's vision and monitor the progress of activities.
- Oversee and monitor the organization's data and cybersecurity strategies and procedures.
- In collaboration with IT experts, coordinate the establishment and maintenance of effective security controls and awareness programs.
- Lead human resources planning in collaboration with the HR department to assess workforce needs.
Financial Administration Management
- Oversee and collaborate with departments to manage the financial performance of the OKIB.
- Maintain current knowledge of budget and funding requirements, applicable government financial legislation, and Band financial policies and procedures.
- Ensure compliance with reporting requirements for funding programs.
- Guarantee appropriate expenditure of program funds.
Program and Service Delivery
- Research and coordinate requests for potential funding, programs, and projects as necessary.
- Collaborate with management to establish, maintain, and update program policies, procedures, and standards to ensure compliance with legislation and regulations.
- Interpret and research policy needs, applicable legislation, regulations, and agreements.
- Provide best practice project management guidance and support to projects and initiatives, ensuring effective activity tracking and reporting.
- Establish and coordinate communication from Council to administrative staff and the community through appropriate channels.
- Develop and coordinate needs assessments and evaluation criteria to identify and measure the effectiveness of programs and service delivery.
- Lead the development and implementation of safe work practices and promote a culture of teamwork and safety to mitigate workplace accidents.
- Develop and implement robust inspection and audit plans to proactively identify deficiencies within public works and housing.
Relationship Management
- Represent the Band at various meetings as delegated.
- Ensure that OKIB members can express their views, concerns, and needs regarding new or ongoing programs, services, and initiatives.
- Act as a liaison between government agencies, private businesses, and other stakeholders within the community.
Band Council Administration
- Attend Band Council meetings as required and assist in preparing agendas, meeting records, briefing notes, and resources for Band Meetings and Council Members.
- Facilitate the exchange of information between Band Council and Band Members, conveying Council decisions to the administration team.
Perform additional duties as required, including dispute resolution, crisis management, emergency response, advocacy, and the development and maintenance of management systems.
QUALIFICATIONS
Education and Experience
Applicants should possess education, experience, or a willingness to learn. Candidates should be community-oriented, detail-focused, and possess excellent communication skills.
- Bachelor's degree, preferably in Business Administration, with extensive business experience.
- An equivalent combination of education and experience may be considered.
- 10 years of experience in an executive or senior role.
- Experience supervising staff.
- Demonstrated experience with strategic planning and program evaluation.
- Superior knowledge of operational functions and principles.
- Experience working with First Nations communities.

Director of Education, Language & Culture, Director of Health & Social Development, Director of Finance, Director of Public Works & Housing, Deputy Administrative Officer, Fire Department, and Human Resources.
A Criminal Record Check that includes the vulnerable sector and 3 References are required.
Preference will be given to qualified Aboriginal Applicants as per section 41 of the Human Rights Code.
