Reporting to the Director of the Legal Services Branch, the Manager of the Policy Management Unit is a leadership position responsible for managing the EPS' Policy and Procedure Manual and associated functions. This position supervises a team consisting of 3 Policy Analysts, the Policy Coordinator and the Edmonton Police Services (EPS) Provincial Standards and Forms Coordinator. In addition to the policy and procedure manual, this position is responsible for the delivery of Service Directives, the Operational Reference Guide, EPS Forms, and the organization's obligations under the Alberta Provincial Policing Standards and is responsible for ensuring that policy and procedure are aligned with organizational direction and priorities. Responsibilities will include:

1. Manage the EPS policy development process and the Policy and Procedure Manual.
2. Responsible for managing Policy Management Unit staff and creating an environment in which quality work is delivered upon in an efficient manner.
3. Provide policy advice and clarity to members across the organization and educate members at all levels of the organization on the policy development process and promote policy as a tool in achieving organizational objectives.
4. Manage compliance with the Alberta Provincial Policing Standards, including representing the EPS on the Alberta Provincial Policing Standards Committee, ensuring policy reflects direction from the provincial standards and coordinating the standards audit of the EPS by Alberta Justice and Solicitor General.
5. Manage the EPS forms process and ensure that forms are standardized across the organization.
6. Ensure financial and political risks to the EPS are mitigated and managed in a reasonable and effective manner.
7. Make decisions regarding the quality, consistency and completeness of unit work.
8. Provide input and make decisions around hiring, development, training, performance management and discipline of staff including but not limited to termination.
9. Review all requests for new policies, procedures, and service directives, and determine the most appropriate way to address the policy issue. This includes analyzing existing policy direction or gaps relating to the topic, prioritizing policy work, determining which Policy Management Unit staff should be tasked to assist the requesting member, and assisting the Policy Management Unit member in formulating a project plan and assessment of impacted areas/individuals.
10. Make decisions with respect to the level of resources required to perform the duties of the work area including making decisions on the use of overtime and vacation usage.
11. Identifying solutions to complex or ambiguous problems using the tools available to Policy Management Unit (policy/procedure, Service Directives, Forms, Operational Reference Guide).

Qualifications

1. University degree in a related field such as Public Administration, Political Science, Social Sciences, Law, Business Administration, Education, Journalism or similar fields.
2. Consideration will be given to candidates with no degree but over 15 years of relevant experience.
3. Minimum of three (3) years of management experience.
4. Additional training in project management, human resources or leadership is an asset.
5. Minimum of five (5) years of experience developing policy, training materials, instructional materials or similar materials for widespread consumption.
6. Experience in a law enforcement environment is an asset.
7. Superior written and verbal communication, editing, research, leadership, organizational and critical thinking skills.
8. Advanced interpersonal skills and demonstrated ability to work collaboratively with a variety of stakeholders on complex projects.
9. Ability to analyze complex information, make timely decisions, meet tight deadlines and manage competing priorities.

Hours of Work:
36.9 hours per week, Monday – Friday.

Salary Range:
95M, Salary Grade: PT3, $113,190.00 - $141,485.63 (Annually).
