We are hiring a Compliance and Risk Manager

Position summary: The Compliance and Risk Manager is responsible for overseeing the Halifax Port Authority’s (HPA) risk management framework and regulatory compliance program. This role ensures that HPA maintains a proactive, integrated, and transparent approach to identifying, assessing, mitigating, and reporting on strategic, operational, and regulatory risks. The position collaborates with internal departments to embed a culture of compliance and risk awareness across the organization.

The Compliance and Risk Manager reports to the General Counsel and Corporate Secretary.

What you’ll do:

Risk Management:

- Lead the implementation, monitoring, and continuous improvement of HPA’s risk management framework.

- Maintain the corporate risk register and risk treatment action plans.

- Facilitate annual and ad hoc risk assessments with business units and executive leadership.

- Ensure risk considerations are embedded in decision making, major projects and strategic planning.

Regulatory Compliance:

- Oversee the development and maintenance of HPA’s regulatory compliance register.

- Monitor changes in applicable laws, regulations, and standards (e.g., Canada Marine Act, Port Authorities Management Regulations, Letters Patent, Official Languages Act).

- Coordinate annual compliance certifications and reporting.

- Assign and track compliance responsibilities across departments.

Internal Compliance:

- Monitor and ensure adherence to internal policies, procedures, and regulatory obligations.

- Conduct internal compliance reviews and follow up on corrective actions.

- Promote internal control best practices and risk-informed decision-making.

- Support the development and implementation of internal compliance procedures.

- Integrate tracking into a Formal Management System (FMS) to ensure visibility and accountability for key initiatives and regulatory deliverables.

- Collaborate with initiative leads and executive sponsors to ensure FMS tools are used to monitor deadlines, budget adherence, and procedural compliance.

- Ensure that compliance-related updates are captured within the FMS to support executive oversight and strategic alignment.

- Training and Awareness:

- Develop and deliver training programs on risk management and compliance obligations.

- Foster a culture of accountability and continuous improvement.

What you’ll bring:

- Bachelor’s degree in Law, Business, Public Administration, or a related field; advanced degree or professional designation (e.g., CPA, CIA, CRMA, LLB/JD) preferred.

- Minimum 5 years of progressive experience in risk management, compliance, internal audit, legal/regulatory affairs, or related field.

- Strong knowledge of Canadian federal regulatory frameworks and enterprise risk principles.

- Proven ability to engage with executive leadership.

- Exceptional analytical, communication, and project management skills.
