Exhibit Control Officer

The Exhibit Control Officer is responsible for the security and safekeeping of all property seized by or surrendered to the RCMP. This position is accountable to the Criminal Justice System and the RCMP with respect to maintaining evidentiary continuity and the lawful disposal of seized articles.

Responsibilities

Security and Safekeeping

- Logs, records and transfers all exhibits into storage and monitor all movements in accordance with policy and procedure.

- Maintains records suitable for continuity in court and testify as required.

- Ensures seized firearms are registered and tracked with the Canada Firearms Centre as per the requirements of the Canada Firearms Act.

- Safe handling and disposal of explosives, biohazard, corrosive and flammable material.

Quality Assurance

- Remains current in applicable laws and statutes and all related RCMP directives and policies.

- Conducts routine audits of all inventories.

- Ensures storage sites and exhibits are properly maintained to avoid contamination.

- Evaluates internal procedures and identifies shortcomings and offers solutions or corrective action.

- Corresponds with Health and Welfare Canada for authority for destruction of illegal drugs.

- Responsible for quality assurance of detention and forfeiture applications and compliance as directed by courts.

- Researches all available database systems to identify lawful owner/insurance companies for return of property.

- Forwards cash deposits to the Receiver General of Canada and liaises with Federal, Provincial and Municipal property management agencies for conveyance of property.

Storage and Cost Efficiency

- Researches avenues to minimize the cost of complying with destruction orders and storage of exhibits.

- Audits and assesses storage facilities to maximize the use of space.

Training

- Creates and maintains training packages for RCMP cadets/coordinates exhibit training days for cadets.

- Conducts presentations at RCMP Regular Member training days on exhibit policies, procedures and use of Police Records Information Management Environment (PRIME) Property Module.

- Provides continued training and guidance as needed.

- Identifies inappropriate application of search and seizure and provides direction to Members and their Supervisors.

Knowledge

This position requires a law enforcement background and/or extensive experience (3-5 years) in a policing environment, sound knowledge of Criminal Code, Federal and Provincial Statutes, RCMP policy and directives, PRIME (Police Records Information Management Environment), Police Information Retrieval System (PIRS), Canadian Police Information Centre (CPIC), Evidence manager, Canada Firearms Safety Course (non-restricted and restricted), Firearms Identification for Public Agents, Canada Firearms Centre Public Agents appointment, Forklift Operation Certificate, WHMIS Certificate (Workplace Hazardous Materials Information System). Must have a valid British Columbia Driver's Licence in good standing.

Benefits and Compensation

The annual salary for this position ranges from $76,275 to $88,988, depending on qualifications and experience. Most candidates can expect to start in the lower to mid-range of this scale, with opportunities for salary growth based on performance and tenure.
