Alberta Infrastructure designs, builds, manages, and maintains government‑owned and operated facilities, and collaborates with other ministries to ensure that schools, hospitals, and government facilities infrastructure meet the needs of Alberta’s population. The Ministry also provides accommodation services and manages a large portfolio of owned and leased facilities while maintaining fiscal accountability and optimizing value for Albertans.

This job is responsible for long‑term planning and daily program delivery of the Edmonton Transportation/Utility Corridor (TUC), providing planning and disposition support for Infrastructure’s Program Lands, and for planning the use of Infrastructure lands in the north region. This job administrates Ministerial Consent Applications under the Restricted Development Area Regulations and assists with Real Property Governance Act disposition reviews. This work ensures responsible orderly, economic, beneficial, and regulatory compliant outcomes for Infrastructure real property.
Reporting to the Manager of Land Planning North, the primary responsibilities for the Senior Land Use Planner include, but are not limited to:
Applying knowledge of the Government Organization Act, Restricted Development Area Regulations, Municipal Government Act, Land Titles Act, and Real Property Governance Act to ensure land use changes align with government needs and local planning frameworks.
Transportation and Utility Corridor
- Administer the TUC Program Policy and support ongoing updates to the Policy and related regulatory frameworks.
- Lead planning for Anthony Henday Drive and utility alignments within the TUC, including managing competing demands between TUC and non‑TUC uses, and advancing development.
- Guide utility relocation agreements and oversee Ministerial Consent processes.
- Collaborate with Alberta Transportation and Economic Corridors on highway operations and development.
- Prepare Orders in Council for Cabinet approval to protect regulated lands.
Land Management and Disposition
- Represent Infrastructure’s interests in municipal planning processes.
- Ensure Crown lands retain economic and environmental value and capacity in both operational and surplus phases.
- Process surplus land files in preparation for sale for Infrastructure and client departments.
- Review and assess property transfers under the RPG Act, Education Act, and Post‑secondary Learning Act.
- Procure survey plans as needed and recommend real property transactions including acquisitions, sales, and encumbrances where needed to protect assets.
Strategic Decision‑Making
- Provide professional planning advice and land research for capital projects, client departments, and program lands.
- Liaise with other Government departments and stakeholders to understand issues, develop solutions, and prepare for future needs related to real property requirements.
- Prepare planning solutions for senior management consideration.
Successful Candidates MUST also have:
- Demonstrated experience in coordinating with multiple internal and external stakeholders.
- Effective communication skills, management skills, and proven skills in problem solving, decision making and conflict resolution.
- Understanding of the fundamentals of urban and regional planning in Alberta.
- Demonstrated professional proficiency in technical writing such as briefing notes, reports, memos and formal letters.
Assets:
- Experience working in a government environment.
- Experience with government compliance, regulations, or public sector workflows.
