BACKGROUND

OneAmerica was established in 2001 by U.S. Representative Pramila Jayapal and has since grown to become a locally and nationally recognized leader in advancing immigrant, civil, and human rights. We utilize grassroots organizing, policy advocacy, and civic/electoral engagement to promote justice in three areas: immigration, education and early learning, and democracy. Our family of organizations consists of OneAmerica (501(c)3), OneAmerica Votes (501(c)4), and OneAmerica Votes Justice Fund (PAC).

POSITION DESCRIPTION

The Program Director will report to the Deputy Director and oversee two existing programs in the organization: the Washington New Americans (WNA), our citizenship program, and English Innovations, our adult English program. The Program Director will be responsible for shaping, executing and overseeing OneAmerica's overall immigrant inclusion strategy through policy advocacy, coalition building, team management and organizing immigrants through the lens of building power.

This is a new department at OneAmerica, so a key component of this work will be to build the Immigrant Inclusion Team and strategy, bringing our citizenship and adult English program under one umbrella and adding a third element of workforce development. This includes strengthening collaboration and culture and establishing systems for internal communication and coordination with other departments and teams that are rooted in building power and our membership base. Our goal is to thread the needle between service delivery and organizing immigrants into our movements for change.

The ideal candidate will bring a background in organizing as well as legal and social service delivery for immigrants. They will possess a deep power analysis, and use their skills as a confident, visionary, relational leader to build authentic relationships while managing multiple priorities with impeccable follow-through. This position is based in our Seattle, Vancouver, or Yakima office.

RESPONSIBILITIES

Program & Team Management (50%):

1. Ensure effective management of and support for OneAmerica's two immigrant inclusion programs:

- English Innovations, a model adult, contextualized, blended English language learning and digital literacy program rooted in leadership development, community and power building.

- Washington New Americans, OneAmerica's statewide citizenship and naturalization program, a partnership with the State of Washington and the American Immigration Lawyers Association Washington, including sub-grants to thirteen core partner organizations and regular citizenship clinics.

2. Manage a $2 million program budget and grant reports/deliverables including development, tracking and overall oversight with the support of WNA Administrative Manager.
3. Hire and supervise team members including staff leads for Washington New Americans and English Innovations. These programs currently have six staff. The Program Director will directly supervise three staff, including two managers and OA's Staff Attorney, upon hire with opportunities to shape future team structure.
4. Develop a strong and accountable team culture oriented towards organizing and power building in immigrant communities.
5. Lead efforts to identify, recruit and train grassroots community members that enter into OneAmerica through our inclusion programs and build a base of people directly impacted to drive immigrant inclusion agenda.

Policy Development (20%):

1. Own the policy priorities that emerge from our inclusion programs, centering the needs and leadership of immigrant and refugee community members, with a strong focus on workforce development systems and advocacy.
2. Develop and run a policy agenda rooted in immigrant inclusion and building political power including advancing bold opportunities such as establishing a Department of New Americans at the state level.

Strategy and Fundraising (30%):

1. Vision and build the organization's immigrant inclusion platform and strategic plan including moving the fields of workforce development, naturalization and adult education/English learning.
2. Support fundraising efforts and relationships with foundations to bring in more revenue to OneAmerica's immigrant inclusion work including negotiating state contracts to maximize the use of funds.
3. Work with the political department to build a civic and voter engagement program connected to the immigrant inclusion strategy.
4. Serve on OneAmerica's executive leadership team and guide overall budget, program and strategic decision-making.
5. Develop and manage external relationships with key partners and stakeholders.
6. Represent OneAmerica in various campaigns and coalitions with key allies and partners.
7. Support the transformation of OneAmerica's grantees and partners to build an advocacy table to move the immigrant inclusion department priorities.
8. Support the establishment of a OneAmerica campaign team of staff and leaders to drive a long-term vision as well as short-term campaigns for immigrant inclusion efforts.

QUALIFICATIONS & ATTRIBUTES

OneAmerica is seeking candidates who are strategic organizers and a skilled and experienced manager to lead the new department. While no one candidate will embody all the qualifications below, we have listed the qualifications for our ideal candidate.

REQUIRED:

1. A strong analysis of power and racial equity with a commitment to build power in immigrant and refugee communities by leading with relationships.
2. Strong relationship building skills across races, ages and cultures.
3. Demonstrated work experience developing and directing strategic initiatives in a not-for-profit, government or political institution.
4. A minimum of 5 years of work experience in not-for-profit, legal or community organizations that deliver services and/or organize members of the immigrant, refugee or asylee population.
5. 3-5 years experience managing people including direct supervision of staff in service provision, organizing or advocacy settings.
6. 3-5 years of program management experience with a track record of leading a team or department.
7. Experience with government funding, grants or grant-making including basic compliance, reporting and engaging with public sector staff.
8. 2-3 years experience analyzing and advocating for policy rooted in social justice with an analysis and strategy that builds power and measures success accordingly.

PREFERRED:

1. A spirit of self-motivation, ownership, and collaborative initiative ability to thrive independently and with a team, taking a project successfully from beginning to end with broad guidance.
2. Ability to thrive within a fast-paced environment while maintaining effective time management, organization methods, and adapting to changing priorities to successfully meet program deliverables.
3. 5 years of work experience in organizing and base building. This could include electoral, legal, social service, union and/or community organizing with a demonstrated track record of building a base of volunteer leaders/members.
4. Familiarity with naturalization, workforce development systems and/or adult ESL/education systems.
5. Skilled communication abilities to train on organizing principles and techniques, especially for those with varying levels of English, literacy, and technology skills.
6. Bilingual or multilingual.
7. Excellent group facilitation and coalition-building skills, and an ability to develop and maintain effective relationships with diverse allies and leaders.
8. Ability to motivate, mentor and supervise teams, tracking progress towards goals and building an internal team focused on achieving high results.

OTHER REQUIREMENTS:

1. Willingness to accommodate community-based scheduling needs such as evening and weekend meetings.
2. Hold a valid Driver's License.
3. Access to reliable transportation and willingness to travel throughout Washington State and nationally on occasion.

PHYSICAL DEMANDS:

1. Ability to be on a computer for majority of the day.
2. Ability to operate a vehicle for transportation to events and other necessary travel.
3. Travel within the state (roughly 3-5 times a year if Seattle based. If located in other parts of Washington, roughly once a month).
4. Ability to have multiple phone calls a day.
5. Fundraising events: attending events for long hours.

WORK ENVIRONMENT:

1. This is a hybrid position within the state of Washington and can be based out of our Seattle, Vancouver, or Yakima office. In-office twice a week (Tuesdays and Thursdays).
2. Flexibility within Washington; possibility of someone starting remotely and relocating to Washington state with the potential of relocation support.
