The City of Lethbridge's Recreation and Culture Department is seeking to fill a Creative Industries and Cultural Planning term position to support the City's efforts to become more "film friendly." This position will assist with the development of documents and procedures to help the film industry navigate City procedures and policies. This position will also provide project and administrative support to the Recreation and Culture Department in the implementation of the Civic Culture Plan. The Civic Culture Plan provides the City of Lethbridge with a cultural planning framework and policy to support future growth in areas including creative industries like film.
Hours: 75 hours bi-weekly
Wage: $37.38 per hour
Key responsibilities:
- Assist with the development and finalization of film-related policies and procedures for the City of Lethbridge.
- Finalize a Film Permit process and assist the Recreation and Culture Department with bringing this process to Council for consideration.
- Finalize production guidelines and a location filming checklist.
- Add City locations to the provincial filming locations database.
- Assist with internal and external engagement and communications with City and community stakeholders to review film-related procedures.
- Assist with developing Terms of Reference for a Film Permit application review team.
- Assist with exploring potential amendments to the City Business License Bylaw and prepare documents for Council consideration as required.
- Establish and maintain relationships with community partners including Economic Development Lethbridge (EDL) to support work to grow and develop the film industry in Lethbridge.
- Provide guidance and recommendations to the City including internal Departments and stakeholder groups, as appropriate.
Assist with Phase 1 implementation of the Civic Culture Plan.
Phase 1 of the Civic Culture Plan will see the City substantially improve inclusivity as policies and services are reviewed and adapted to incorporate an intercultural perspective. This position will assist with implementation of Phase 1 of the Plan including the following specific tasks:
- Assistance drafting a Cultural Heritage Policy.
- Assistance drafting a Civic Arts Policy.
- Supporting the creation of an Intercultural Community Form including drafting Terms of Reference and identifying organizations to participate in Forum gatherings.
- Supporting the development of a strategic cultural investment framework by doing best-practice research and drafting summary documents.
Qualifications for the position include:
- High school diploma, plus up to two (2) years of related post-secondary education in cultural planning, cultural studies, fine arts, or the humanities.
- Strong research and writing skills.
- Effective verbal communication skills.
- The ability to develop project plans and sequence activities to execute a project.
- Analytical and logical thinking to develop solutions and provide innovative options.
- Experience developing relationships and encouraging cooperation from stakeholders.
- Ability to use computer systems and generate reports.
- Experience with municipal government, the film industry, policy development, and/or cultural planning considered assets.
