Position Summary
Reporting to the Clinical Director, the Clinical Manager is responsible for the 24/7 overall clinical and business operations of the Operating Room, Minor Procedure Rooms and Peri-Operative Booking Office. This includes planning, implementing, coordinating and evaluating quality, risk, operational efficiency and pandemic response. The Clinical Manager collaborates with internal stakeholders including Non-clinical and Nursing staff, Department and Program Managers, Clinical and Department Directors, Professional Practice Leaders/Advisors, Medical Director, Physicians, Program learners, other interprofessional Healthcare Team members, and External Partners. The Clinical Manager ensures that the nursing, operating room assistants and clerical staff within the program function within their professional scope of practice as defined by their regulatory body, Operating Room Nursing Association Canada (ORNAC) standards and professional association by performing at an optimal level to meet program and corporate strategic plans.
What We are Looking For
1. Regulated Health Professional, member in good standing with the Regulated Health Professional College and Provincial Professional Association
2. Bachelor of Nursing degree, required
3. Master's Degree in related discipline, preferred
4. Peri-Operative certificate, required
5. 5-7 years practical and related clinical experience
6. A minimum of 3 years of clinical front-line management
7. Experience in an academic health science centre
8. Progressive leadership or management experience in a healthcare organization
9. Demonstrated ability working in a fast-paced, dynamic environment
10. Excellent decision making which reflects sensitivity to financial, operating and human resource constraints
11. Outstanding analytical, problem-solving, planning and evaluation skills
12. Exceptional interpersonal and communication skills with a proven track record of fostering collaborative partnerships
13. Committed to excellence in exceptional patient care and continual focus on quality improvement and results driven outcomes
14. Demonstrated human resources management skills in a unionized environment
15. Highly knowledgeable on MOHLTC Provincial Standards, ORNAC standards for Peri-Operative Care, CNO Standards and Broader Public Sector Accountability Act (BPSAA)
16. Demonstrated continued education in Leadership, Budgeting, Performance Management, Labour Relations, Coaching, Team Building, Research Skills, Teaching Skills
Your Mission
1. Hires, promotes, disciplines and terminates staff as required, through knowledgeable interpretation and implementation of hospital policies and collective agreements.
2. Coordinates activities by scheduling work assignments, setting priorities, and directing the work of direct reports.
3. Promotes patient and staff safety.
4. Promotes and advocates for workplace wellness.
5. Schedules and manages employee relations issues, promoting a teamwork environment where staff can interact productively and efficiently.
6. Develops, implements and communicates performance measures, employees' goals and objectives, conducts regular performance appraisals of direct reports, providing ongoing coaching and feedback.
7. Supports staff and provides leadership in problem solving, conflict management and decision making by ensuring administrative policies and procedures are followed.
8. Collaboratively develops and implements new staff orientation programs consistent with Operating Room Nurse Association Canada (ORNAC) standards and evaluates staff training needs on an ongoing basis. Sources and recommends appropriate external and/or develops internal programs to proactively address human resource needs.
9. Manages the development, implementation, evaluation and maintenance of quality improvement initiatives which are in alignment with established SJHH standards, Accreditation of Canada, National Surgical Quality Improvement Program (NSQIP), ORNAC, Nurses Association Peri-Anesthesia Nurses of Canada (NAPAN) and Canadian Association of Critical Care Nurses Standards.
10. Collaboratively ensures excellence in patient care delivery and service delivery through continuous quality improvement processes that include planning, quality monitoring and risk management.
11. Initiates and leads change effectively within the programs.
12. Responsible for risk management; to review, follow through and report on complaints and safety incident reports in a designated time frame.
13. Develops the unit/department's annual operating budget for the utilization of resources.
14. Manages actual expenditures to ensure they remain within approved budget guidelines and identifies and implements strategies to manage unfavorable variances.
15. Participates in the development of the operating plan in consultation with stakeholders such as support services and departments, physicians, staff, consumers and community partners.
16. Utilizes allocated resources (staff, supplies, space and equipment) to achieve the programs and organization's vision, goals and service objectives.
17. Contributes to corporate efforts and initiatives, as appropriate, to enhance SJHH's mission, values and goals.
18. Represents the unit/department internally on SJHH committees, as required, and SJHH in the external community at conferences, workshops, etc. and identifies, develops and strengthens community partnerships by actively participating in committees/task groups etc., both internally & externally.
