About the Position

Reporting to the Manager of Procurement, this position is responsible for purchasing, budgeting, expediting materials and services, and assisting with the operation and administration of the Procurement function for the Corporation.

Duties & Responsibilities

The duties listed are not meant to provide a description of each and every job performed but only those which represent the core functions of the job.

- Order and authorize the supply of requisitioned materials and services in compliance with the approved purchasing policy, including sourcing supplies, determining appropriate methods of procurement, selecting vendor based upon performance, product quality and cost criteria, price and/or terms and conditions negotiations, and coordinating the delivery of required goods.

- Expedite, on a regular and/or demand basis, delivery, or completion of outstanding orders.

- Investigate and obtain proposals for settlement of claims arising from shortages, or damaged or defective goods; also obtain adjustment for pricing errors.

- Locate sources for and proposals on new or improved items and answer inquiries about sources and cost of items.

- Develop specifications for goods and services, based on request of the user department and technical characteristics involved. Create and publish appropriate RFx documents as required.

- Summarize bids and host RFP evaluation process, comment on recommendations and ensure appropriate follow-up is taken including purchase order or issuance of appropriate agreements upon appropriate approvals.

- Provide technical and functional guidance to departments within the Corporation involved in the procurement process.

- Make suggestions for changes in the department’s policies, practices and procedures based on experience.

- Ensure maintenance of electronic files and records pertaining to procurement.

- Assist operational departments to evaluate alternatives and options for various acquisitions, such as lease vs. buy analysis, joint procurement, vendor of record and/or sharing of assets as appropriate with other municipalities.

- Assist with the preparation of the ten (10) year capital budget forecasts and assist with the operating budget.

- Perform other duties as required.

What you need to Succeed...

- Three (3) Year College Diploma in Business Administration, or similar.

- Completion of a recognized Purchasing Professional certification program (Purchasing Management Association of Canada Professional Development Program, Supply Chain Management Association or Ontario Public Buyers’ Association Program).

- Three (3) years demonstrated experience in a purchasing and budgeting function within a Municipal or Public Sector environment.

- Expertise in a variety of computer applications, including Microsoft Office Suite.

- Superior written and verbal communication skills, with the proven ability to deal effectively with internal and external clients at all levels of the organization.

- Valid Class “G” driver’s license, with clean driving record.

- Ability to work with limited supervision.

Salary and Benefit Information

Salary: The hourly wage range for this full-time, unionized position is $42.30 – $44.49 (2025 rates)
