Informatics Lead, MEDITECH Expanse
The Quality Assurance/Testing portfolio has a temporary full time Lead position available to support and lead the Automation/Scripting and Testing activities for the MEDITECH program within Fraser Health.

Utilize your strong leadership, testing, scripting & automation skills in this challenging and rewarding Informatics Lead, MEDITECH Expanse role. You will lead the team members, lead the hands‑on automation and testing work, collaborate with a wide range of stakeholders and ensure the work you are doing aligns with the MEDITECH program’s expectations and is reflective of measurable results.
You will also provide backup coverage to the Portfolio Manager and the other Informatics Lead as needed.
Build your career experience as you focus on some of the following key roles and responsibilities:
Scripting & Automation
- Be a subject matter expert in using the Power Automate scripting tool, Power BI for reports, defining processes and best practices
- Take ownership of ongoing scripting/automation activities & upcoming initiatives
- Attend knowledge transfer sessions to understand the current state
- Get trained on using Expanse functionalities (end to end)
- Take the lead and perform hands‑on development and maintenance of automation scripts
- Provide direction to team members
- In consultation with the script requestors & applicable stakeholders, establish suitable timelines for preparing and executing the Automation scripts
- Engage in multiple scripting initiatives, able to prioritize and support the execution of all scripting initiatives
- Work towards establishing an Automation Centre of Excellence
Testing
- Responsible for preparing and maintaining the project level Test Strategy in consultation with the various stakeholders
- Closely work with the module owners in defining timelines for each of the in-scope test types
- Lead the Test planning, coordination and execution activities for IST and Regression test types
- Responsible to ensure test planning and execution activities are completed within the prescribed timelines
- Understand the clinical workflows and be flexible to perform hands‑on testing whenever a need arises
- Lead the testers and ensure deliverables from the Test team are of high quality
- Triage defects and own the defect life cycle process
- Ensure traceability between workflows, test cases and their test results are in place
- Lead and co‑coordinate the test planning and testing for Priority Packs and yearly mock Disaster Recovery
- Engage in multiple initiatives, able to prioritize and support the execution of projects
- Take the lead on exploring Usability tools, choosing an appropriate one and establishing it for use with Expanse program
- Lead the Usability Test planning, coordination & execution activities
- Promote Usability tests, provide advice, guidance, and direction to implement such tests for suitable areas of MEDITECH Expanse and decision support in clinical and corporate business areas
- Engage all required stakeholders (including coordinating Usability with the chosen end users)

Above are some of the key roles and responsibilities. Considering the nature of the program and portfolio, the candidate is expected to be flexible and take-on additional roles and responsibilities which includes working for other portfolios and different areas of work (outside Testing and Automation).

- At least Seven (7) to Ten (10) years recent related experience:
- leading and performing hands‑on testing in an electronic health record setting
- implementing Automation/Scripting and Usability in a medium to large sized organization including experience with health and corporate information systems
- Prior experience required with Usability Engineering Framework, UX Design and Usability Testing
- Proven work experience and strong proficiency in SQL, R, Python, Power BI and Power Automate
- Expert in extracting, cleaning, and modeling data from electronic health records systems like MEDITECH, utilizing software such as Excel and Microsoft SQL Server
- An added advantage if you have experience with an electronic health information system, such as Meditech Expanse, Paris, Intrahealth Profile, CST and tools such as Power Automate and Power BI
- Excellent verbal and written communication skills, with the ability to effectively communicate complex technical solutions to non‑technical stakeholders
- Advance Excel, PowerPoint and Visio skills
- Ability to create and present content to the Senior Leadership team
- Experience working in a multi‑disciplinary environment including providers and clinicians
- Prior experience leading teams to success in Automation

Location
This temporary full‑time position will be based at our Central City Office, Surrey, B.C. with a hybrid work model.
Please note that you will be required to travel to various hospitals/sites to support different engagements, site readiness and go‑live support activities (involving 12 hour work shifts at the hospital/site during go‑live support).
We require the candidate to be flexible to work additional hours as and when required (including early mornings, evenings and/or weekends).

Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting to Manager, Health Informatics and Clinical Solutions, the Informatics Lead plays a critical leadership role in planning, design, implementation, and evaluation of sustainable clinical information systems transformation related to MEDITECH Expanse. Works in collaboration with the Clinical Engagement Lead and clinical partners of the designated functional areas, the Informatics Lead provides informatics expertise to promote and lead the integration of computer and communications technologies with clinical change initiatives to enhance evidence‑based clinical practices. This position collaborates with project stakeholders to design, build, and implement new technology, equipment, and systems; contributes to and implements education, training, support, and change strategies to facilitate adoption, and use of MEDITECH Expanse.
Responsibilities
1. Provides informatics expertise and leadership to relevant operational leaders, physicians, and stakeholder groups to ensure information technology design and future state workflows provide the best opportunities to support and transform clinical practice, education, administration and research across the continuum of care and across specified programs/network/diagnostics/support services.
2. Drives best practice and informatics outcomes by collaborating with stakeholders across FHA to lead design based on best evidence and professional standards, meets organizational requirements, and evaluates and monitors success to ensure effective implementation of quality and system improvements.
3. Leads and coordinates design activities associated with workflow standardization, system design and informatics work stream activities including alignment and integration with the other design teams.
4. Liaises with, guides, and provides consultative direction within the area of responsibility to ensure informatics processes for future state design are aligned with FHA organizational requirements. Provides leadership, guidance and support to designated operational leaders, physicians, project consultants/staff as required.
5. Leads broad groups of stakeholders to identify system and business requirements. Facilitates consensus, consults and shares information in order to achieve a common, comprehensive, enhanced and standardized future‑state electronic health record that addresses the needs and strategic directions of the overall program(s)/ service line(s)/ portfolio(s).
6. Problem‑solves and addresses potential barriers to success.
7. Facilitates team members in validating the required data elements for measurement of process and outcomes, and ensures they are incorporated into system design and used to transform clinical practices.
8. Participates in the development of future state clinical content (e.g. order sets, care pathways, etc.), workflows and all necessary linkages to recommend appropriate system configuration and future state workflows.
9. Collaborates on the development of relevant design standards, nomenclature, decision support, quality assurance and testing activities. Recommends prioritization for intake processes.
10. Joins with the programs/network/diagnostics/support services and site leadership to lead the facilitation, localization and implementation of program/specialty level workflow changes pertaining to system changes in support of clinical and business outcomes, and the implementation of new or revised policies, protocols, and processes impacted by the new clinical information system (for the specified programs/network/diagnostics/support services).
11. Leads collaboratively with the programs/network/diagnostics/support services and unit leadership the process to ensure readiness for implementation and supports change management and learning strategies. Applies and provides expertise to the development and operationalization of a framework to manage, govern, and sustain clinical information systems.
12. Leads the ongoing assessment post‑implementation to enhance clinical adoption to maximize the benefits, both clinical and business, related to the design and usage of the information system by monitoring system reports and by sharing and escalating these as appropriate.
13. Contributes to the development, implementation and communication of healthcare information system related policies, procedures and workflow changes with health organization stakeholders.
14. Identifies risks and provides detailed analysis of situation; and escalates following established issues/risks escalation process.
15. Provides direction, leadership, guidance and support to designated project staff/consultants as required.
16. Accountable for working independently and collaboratively with teams to ensure assigned project deliverables are met.
17. Provides regular status updates, project deliverables, and outcomes.
18. Performs other duties as required.
Education and Experience
Bachelor's Degree in Health Information Science, Computer Science, or other relevant discipline, plus seven (7) years' recent related experience including business and systems analysis, and project leadership within a medium to large sized organization, with a minimum two (2) years in a clinical informatics role, or an equivalent combination of education, training, and experience. Experience with an electronic clinical information system, such as the MEDITECH, Paris, and/or Intraheath Profile is preferred.
Valid BC Driver's License and access to personal vehicle for business related purposes.
