Reporting to the Director, Procurement, the Project Procurement Manager is responsible for leading the project procurement team of Buyer and Order Administrators on all procurement related activities. The incumbent is responsible to ensure all procurement activities are carried out in accordance with the project budgets and schedule, including preparation and execution of purchasing documents. They are responsible to manage personnel working on the project, in a hybrid work environment, ensuring high performance and production of procurement deliverables.
Location – On-site at Oshawa, ON
Your role within the team:
1. Responsible for collaboration with the Project team on the overall project procurement strategy and subcontractor management plan.
2. Working closely with Engineering, the Project Procurement Manager is responsible for establishing new suppliers for new nuclear, complex nuclear components.
3. Responsible for leading procurement tendering activities, under the QA Management program.
4. Prepare and manage the Request for Proposal process which shall include the following key activities:
5. Preparing sourcing plans and bidders lists for supplier qualification.
6. Ensure bidders are in compliance with quality, technical and export requirements.
7. Evaluate proposals and liaise with both Engineering and Quality Assurance to finalize overall evaluation.
8. Negotiate with suppliers to achieve the best overall contractual agreement.
9. Recommendation of winning bidder and ensuring all required approvals are obtained in accordance with levels of authority.
10. Complete and issue equipment supply contracts, purchase orders, MSA's and blanket agreements when the Project officially commences.
11. Key interface to suppliers and Project Directors/Managers for all project procurement requirements and priorities.

The ideal candidate:
1. University degree preferred, and CSCMP certification / MBA would be an asset.
2. 15 years' experience in the purchasing field, including having a sound knowledge of purchasing practices, and project experience.
3. Demonstrated leadership with a minimum of 10 years' experience leading a procurement team.
4. Experience leading strategic sourcing strategies and supplier negotiations.
5. Experience in Quality program standards and processes related to supply chain.
6. Required to work five (5) days per week in the Oshawa office.
7. Business travel as required.
