: Our government client is looking to contract a Senior IT Project Manager. The Senior IT Project Manager will be responsible for:

1. The coordination and completion of IT projects.
2. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects.
3. Prepares reports for upper management regarding status of project.
4. Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
5. Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries' enterprise architecture.
6. Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
7. Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
8. Manage multiple projects, project resources and project governance.
9. Work with project sponsors to ensure effective project communication exists throughout the project's duration, including escalation of risks as required.
10. Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
11. Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project's objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
12. Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
13. Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
14. Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
15. Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
16. Develop, as required, related requirements documentation.
17. In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
18. Provide leadership and assistance to business and project teams that require change management and communication support.
19. Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.

Duties: The Senior Project Manager will work with the Data Center of Excellence to provide project management services to enable data access, analytics and economy to support data-informed decision making. This role will be responsible for managing new projects and projects in progress, which is designed to coordinate, analyze, and manage delivery of data products and analytical initiatives supporting the Data Center of Excellence. The role is key in defining and meeting all scope requirements, budgets, and timelines, and ensuring defined business and technical requirements are met. The role would provide hands on knowledge to team members to teach team members on implying the agile methodology acting as an agile coach.

Qualifications

Must Have:

1. University graduation in business, management or related discipline, and four years of Project Management (PM) experience; OR
2. Two-year diploma in business, management of related discipline and six years of PM experience; OR
3. One year certificate in business, management or related discipline and seven years of PM experience; OR
4. Eight years of PM experience

Professional Licenses/Certification:

1. Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent (attach a copy of the certificate).

Work Experience:

1. 7 years of experience defining project scope and goals in collaboration with business stakeholders.
2. 5 years of experience in coaching teams on Agile methodologies, facilitating agile ceremonies, and fostering a culture of continuous improvement and collaboration.
3. 3 years of experience in implementing and supporting application framework in an enterprise IT environment equivalent in size and complexity to a provincial government.
4. 5 years of experience in the development of business cases for a wide variety of initiatives and projects (strategic, business improvement, information technology etc.).
5. 5 years of experience managing multiple projects concurrently.
6. 2 years of experience with change management.

Nice to Have:

1. Active professional Scrum Master certification (please attach).
2. Prosci change management certification or designation.
3. 5 years of experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios.
4. 5 years of experience creating and managing project forecast and actual budgets.
5. 5 years of experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures.
6. 3 years of experience in Agile project methodology.
7. 5 years of experience making decisions and recommendations on highly technical or complex issues without formal guidelines or precedents and exercises resourcefulness and ingenuity.
8. 3 years of experience working with information management policies, directives, and guidelines.
9. 3 years of experience with Project Governance.
