M3 Project Solutions is a dynamic consulting firm specializing in project controls, cost management, and construction oversight services. We support clients across infrastructure, industrial, and commercial sectors through precision estimating, risk-informed decision-making, and strategic execution support. As we expand our service offerings, we are launching a new Loan Monitoring Division to support financial institutions, private lenders, and project owners with impartial, value-driven oversight of construction financing.
Position Summary
M3 is seeking an experienced Professional Quantity Surveyor (PQS) or Certified Estimating Consultant (CEC) to lead the growth and operations of our Loan Monitoring Division. This senior leadership role combines technical delivery, client relationship management, and strategic business development. The successful candidate will be responsible for developing monitoring tools, managing project reviews, reporting to lenders and owners, and building a high-performing team as the division grows.
Key Responsibilities
- Business Development & Growth Strategy
- Identify and pursue new business opportunities across Atlantic Canada and beyond
- Prepare and lead proposals for loan monitoring, due diligence, and lender advisory services
- Collaborate with senior leadership to define growth targets, pricing strategies, and market positioning
- Lead Division Operations
- Oversee all loan monitoring assignments, including initial cost reviews, draw verification, and progress reporting
- Develop and standardize reporting templates and risk assessment tools in alignment with lender expectations and CIQS best practices
- Provide expert guidance on cost-to-complete, schedule risk, and change order assessments
- Client & Stakeholder Engagement
- Act as primary point of contact for financial institutions, private lenders, and owners
- Translate technical assessments into clear, actionable insights for non-technical audiences
- Represent M3 in client meetings, lender presentations, and industry forums
- Hire and mentor junior staff as the division scales
- Foster a collaborative, quality-focused, and client-oriented culture within the division
- Ensure staff maintain up-to-date certifications and professional standards
Qualifications
- CIQS designation as PQS or AACE/CIQS designation as CEC (required)
- 10+ years of progressive experience in cost consulting, project controls, or construction monitoring
- Strong knowledge of lender requirements, draw processes, and cost-to-complete analysisDemonstrated ability to lead client relationships and manage multi-project portfolios
- Proven experience in proposal writing and business development
- Excellent communication, negotiation, and analytical skills
- Experience in the Atlantic Canadian construction market is considered an asset
