Senior Analyst, Land-Use

Our Whiteshell Laboratories (WL) site located near Pinawa, Manitoba is looking for a Senior Analyst, Land-Use & End-State. The Senior Analyst will provide both nuclear and non-nuclear subject matter expertise (SME), related to Land-Use and End-State (LUES), for the Whiteshell Laboratories Restoration Project (WLRP). Additionally, the Senior Analyst would be accountable for creating content that will be utilized when presenting or engaging a wide variety of technical and non-technical audiences, which can include: Our Client – Atomic Energy of Canada Ltd. (AECL), federal, provincial and municipal government officials, federal and provincial regulatory bodies, Indigenous Nations (First Nations and Métis), as well as the general public. What will you be doing?
- Leading the development of the Whiteshell Land-Use & End-State Plan;
- Updating draft Land-Use & End-State plans based on feedback received from the public and Indigenous Nations.
- Ensuring that the LUES Plan aligns with all applicable regulatory requirements.
- Ensuring that the LUES Plan aligns with site Detailed Decommissioning Plans.
- Supporting fellow CNL personnel with gathering and interpretation of pertinent information related to historical activities at the Whiteshell site.
- Performing document writing and reviews as required.
- Developing preliminary soil screening cleanup criteria document to accompany the Land-Use & End-State Plan;
- Leading the development of the preliminary soil screening cleanup criteria document that will accompany the LUES Plan for submission to the CNSC.
- Updating and expanding the preliminary soil screening cleanup criteria, including performing all modeling required, and the generation of the associated sensitivity analysis report for the preliminary soil screening cleanup criteria.
- Providing technical support and expertise as part of the review and implementation of the environmental remediation process at WL;
- Executing risk assessments and remedial option evaluations and remedial action plans for areas of potential environmental concern at the WL
- Providing technical support as part of the review and implementation of the environmental remediation process at WL.
- Interpreting applicable regulatory codes and standards related to the Land-Use and End-State for the WL site (e.g., REGDOC-2.11.2, CSA N294, CSA N288.6).
- Performing subject matter expertise and consultation for the continued development of LUES plan and other supporting papers.
- Other duties as assigned by your manager.
What we are looking for:
- Education
- Masters or Ph. D in Science, Engineering or Environmental Sciences, from a university of recognized standing.
- Established membership in an Engineering or Scientific Professional Organization authorized by statute to establish qualification for membership in that organization.
- Experience
- A minimum of twenty (20) years' of related experience in the field of End-State Planning, Environmental Remediation, and transport/exposure modelling, augmented with suitable knowledge in the nuclear field is required.
- Awareness of standards, regulatory requirements, best available methodologies in remediation, characterization, and risk assessment as they pertain to nuclear remediation work.
- Experience in the development of End-State Plans for both nuclear and non-nuclear sites within the Canadian regulatory framework is required.
- Experience in developing soil screening criteria, including modelling, is required.
- Experience in environmental pathway modelling and preparation of environmental assessments and/or environmental risk assessments is required.
- Knowledge of CNL’s practices, procedures and organization is an asset.
- Knowledge of CNL’s compliance programs including the supporting documentation to demonstrate compliance is an asset.
- Previous leadership experience would be an asset.

- Security Clearance Eligibility Required
- Level 2 Secret which has a minimum requirement of 7 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions:
- Must possess normal physical agility necessary to perform all aspects of the work that involves bending, lifting and mobility.
- Must be capable of wearing and working in protective clothing and using equipment as required.
- Office environment, working at a desk for extended period of time, where regular concentration at a computer screen is required.
- Field visits may be necessary, requiring the use of all applicable safety equipment and absolute adherence to safe work policies/practices and radiation protection policies/practices.
- Walking and standing for extended period of time.
- Must be able to work outdoors in a variety of temperatures ranging from +30 to -40 C for short period of time during walk down in the field.
