**About the Harm Reduction Department**

SWCHC’s Harm reduction department has undergone a period of rapid growth and intersecting crises over the past few years. The department encompasses our pioneering NESI van and daytime programs, Consumption and Treatment Service (CTS), Safe Supply/ OAT program, DOPE Response and Homeless Crisis Outreach teams, HIV testing and outreach, support to the Catherine St. social services hub, and more. The Harm Reduction team is a diverse, interdisciplinary group comprised of nurses, social workers and lived experience workers among other professional and personal backgrounds.

**JOB SUMMARY**:
The growth of the Harm Reduction Department has resulted in the need for a Clinical Manager to provide additional leadership and supervision to the program’s large, multidisciplinary team which includes regulated health care workers, harm reduction workers and people with lived and living experience of drug use. The Clinical Manager provides department-wide support, but has a particular focus on the Consumption and Treatment Service, Safer Supply/ OAT clinic, and the supervision of Registered Nurses.

The Clinical Manager works under the direction of the Senior Manager of Harm Reduction and the Director of Family and Community Health and Harm Reduction to support coordination and implementation of the Centre’s harm reduction services, including compliance with funder requirements and organizational and legal obligations.

All SWCHC Managers are responsible for creating a culture aligned with the mission and vision, fostering trust in the workplace, and exemplifying the attributes of an effective manager and leader commensurate to their position.

**AUTHORITY**:

- For the purposes of the Signing Authority/Spending Limits Policy, the Clinical Manager has the authority in collaboration with the Harm Reduction Senior Manager to develop program budgets and authorize expenditures within approved program operating budget and in accordance with SWCHC policies.
- The Clinical Manager, in collaboration with the Harm Reduction Senior Manager, is responsible for all general management functions related to staffing for this portfolio (e.g. select and hire staff, develop and implement individual and team work plans, supervise staff, conduct performance reviews and approve leave requests for direct staff.)
- The Clinical Manager consults with the Harm Reduction Senior Manager and the Director, Family Community Health & Harm Reduction on the following: significant legal issues; serious staff performance issues; non-routine budget adjustments or submissions; and other significant issues which may impact SWCHC.

**MAJOR RESPONSIBILITIES**

**Financial Management and Administration**
- Develops and monitors program budgets in collaboration with Harm Reduction Senior Manager and assists in preparing reports.
- Supports data collection and analysis to support new funding requests.
- Liaises with funders, management, and community partners in collaboration with the Harm Reduction Senior Manager and the Director, Family Community Health & Harm Reduction as necessary.

**Human Resource Management and Supervision**
- In collaboration with the Harm Reduction Senior Manager, plays a key role in human resource management including, but not limited to recruitment, onboarding, coaching and supervision, performance management, scheduling and health and safety.
- Leads by example in making decisions and solving problems which mitigate risk in situations which are complex and ambiguous, using data to support decision making. Demonstrates consistency, fairness, and promptness in decision making and communicates decisions in a transparent and clear manner.
