The Concrete Section is responsible for providing technical services and developing policies and standards for concrete and related products used in highway structures and pavements. **What can I expect to do in this role?**: Reporting to the Manager, Engineering Materials Office, you will:

- Lead, manage, and direct the activities of the Concrete Section.
- Effectively manage financial and human resources for the provision of specialist engineering, scientific and technical services.
- Provide leadership in the development, review, monitoring and implementation of ministry policies, standards, and operational guidelines.
- Coordinate and carry out research activities in all aspects of concrete and related products in highway structures and pavements.
- Investigate and implement innovative systems, materials, and equipment.
- Provide strategic advice to Senior Management on complex, technical, and sensitive issues.
- Please note that occasional travel to locations not accessible by public transportation is required for this position.

**How do I qualify?**:
**Mandatory**:

- You must be licensed to practice with the Professional Engineers Ontario (PEO).

**Leadership and Management Skills**:

- You can effectively motivate and lead a multi-functional, multi-disciplinary professional and technical staff in achievement of section goals, priorities and business plans.
- You can assign clear roles and responsibilities.
- You can communicate issues and changes that affect staff.
- You can manage corporate human resources management processes such as the performance management cycle and learning plans.
- You know human resources principles and Collective Agreement provisions dealing with working conditions in order to deal appropriately with staff issues and concerns, including responding to grievances.
- You have demonstrated the** leadership behaviors, attributes and mindsets** to lead the OPS into the future.

**Technical Knowledge and Skills**:

- You know the theory, principles, practices and analytical methods in the field of concrete materials engineering and technology, and relevant to related products.
- You have knowledge and experience in all aspects of engineering related to highway design, construction and maintenance operations, including pertinent ministry specifications, standards, special provisions, protocols, and national and international standards and practices.
- You can develop and write specifications and standards for materials, testing, construction, rehabilitation/maintenance and design.

**Program Delivery Knowledge**:

- You have managerial, administrative and budgetary skills to plan, direct and oversee the activities of the Section.
- You know budgetary and financial processes to prepare, implement fiscal and performance budgets, multi-year and annual work plans, and monitor and report on budget allocations.
- You have planning, conceptual and organizational skills to develop and implement the overall direction and research activities for the Section.
- You can identify changing needs and priorities.
- You can identify opportunities for new service delivery and research endeavors that are in keeping with government and ministry strategic directions.
