Supervisor, IT Infrastructure

The City of Winnipeg has an exciting opportunity for a Supervisor of IT Infrastructure. Reporting to the Systems Coordinator, the Supervisor of IT Infrastructure supports and provides technical leadership to the team to enable effective service delivery of cloud, third-party hosted, and on-premise infrastructure and associated environments including server platforms, virtualization platforms, backup and recovery services, disaster recovery services, and storage services.
**As the** Supervisor of IT Infrastructure,** **you will**:
Lead and develop high performing teams and people:
- Promote and evaluate team and individual performance against clear, measurable goals and objectives.
- Provide leadership, coaching, and mentoring to direct reports.
- Promote learning organization and continual development of desired competencies, knowledge, and skills.
- Manage the preparation of development plans and ensure development progress.
- Implement performance improvement plans and progressive discipline.
- Ensure that policies and provisions of all relevant collective agreements and administrative standards are consistently applied.
- Coordinate job rotation and cross-training of branch staff.
- Manage staff capacity and ensure required timekeeping is completed in a timely fashion.
Supervise IT infrastructure service delivery:
- Assist the coordinator with financial forecasting, business case development, asset evergreening, and contract administration.
- Provide tactical and operational leadership in all aspects of services including requirements gathering, design, acquisition, provision, support, and evergreening.
- Identify opportunities for technical innovation and provide day-to-day service support.
- Lead the introduction of new services and oversee consistent delivery of services.
- Liaise with stakeholders to determine innovation and technology service requirements.
- Implement and oversee innovation and technology deployment.
- Oversee and execute procurement of goods and services, including special orders, through established contracts or by executing new contracts as required in compliance with regulations including Administrative Standards and trade agreements.
- Create statistical reports which include ages of assets, security vulnerabilities, upgrade lifecycle, licenses, etc.
- Monitor performance and capacity of services to ensure alignment with business needs.
- Manage licenses and ensure compliance including purchasing of licenses.
- Create processes to ensure that resources are used consistently within the city.
- Provide staff support for administrative tasks and projects relative to IT service needs across the city.
- Monitor Information Technology Service Management (ITSM) systems and follow up with assigned personnel to ensure timely resolution of incidents and service requests.
- Ensure that daily, weekly and monthly statistics, status reports, and graphical reporting aids are completed and continually modified to meet the department's needs.
- Manage processes for continual improvement, including incident, problem and request review.
- Collaborate with other groups on service delivery roles and responsibilities
- Ensure that effective representation takes place for the coordination of work processes and projects with other departments and divisions.
- Accountable for delivering agreed-to service levels.
Plan and design IT infrastructure services:
- Maintain a thorough knowledge of infrastructure and technologies and integrate that knowledge into the provision of new services to address current and future City needs.
- Including VMware ESXi, Windows, Linux, Solaris, iSeries, Active Directory, IBM TSM, Veeam, Server Hardware (Intel, Sparc, Blades, Converged Infrastructure), Fibre Channel SAN Storage, Tape Libraries, Broadcom Unified Infrastructure Management (Nimsoft) Monitoring, MS DFS, MS WSUS, Symantec Anti-Virus, Scripting (PowerShell, VBScript, Perl), MS Azure Infrastructure, disaster recovery (DR).
- Facilitate rapid, scalable access to cloud services as a shared service for the City.
- Oversee the consistent delivery of services in support of business needs.
- Establish future architectural roadmap for infrastructure and services based on business needs and evolving industry trends.
- Research, evaluate and recommend software and hardware.
- Research technical requirements and recommend solutions.
- Develop an understanding of client needs and appropriate technical solutions.
- With oversight from the coordinator, develops the Cybersecurity Framework functions (Identify, Protect, Detect, Respond, Recover) throughout the IT infrastructure lifecycle phases.
**Your education and qualifications include**:
- A bachelor's degree in management, business, or technology-focused discipline or equivalent education and experience.
