Ets Technician

**Position Summary**:
The Employment & Training Technician is responsible for tracking of all program related expenses, prepares and processes invoices, purchase orders and other financial records. Reviewing monthly, quarterly, and annual expenses to ensure budget and program requirements are met. Work directly with Manager and Director on the Indigenous Skills & Employment Training Strategy (ISETS) agreement, the Pre-Employment Support (PES) program, and the Ministry of Immigration and Career Training (ICT). The incumbent can expect to be assigned to either program or future programs, dependent on the operational needs of ETS. The incumbent can expect to be assigned to a combination of rural and urban responsibilities and STC member nations. The Employment & Training Technician will report to the Client Service Manager.
**Responsibilities**:
- Maintaining and updating client financial records in an organized manner;
- Reconciling monthly, quarterly and annually financial program reports;
- Create/prepare financial statements;
- Create journal entries for submission to the finance department;
- Liaise with training institutions and agencies on behalf of the clients financial funding agreements;
- Record, maintain and update referral process/files;
- Prepare required documentation where the client has requested training sponsorship or funding assistance;
- Working in cooperation with the ETS staff to facilitate workshops and group sessions on orientation, skill enhancement, and job search strategies;
- Collaborate with other STC programs and staff, and external agencies to provide appropriate support for clients and families;
- Attend and participate in Professional Development Training as assigned or required;
- Attend all staff and team meetings as required and assigned by senior management;
- Prepare weekly, monthly, quarterly and annual reports and ensure client follow-up as required by management in a timely manner, and;
- Perform other related duties as defined and assigned by the reporting Director or designate on an as and when required basis.
**Education and Experience**:
- Degree or certification pertaining to human services, business, social sciences, counseling; and
- Other related training in combination with related work experience in a combination of the above fields; and
- Demonstrated leadership and experience in client case management.
**Knowledge, Skills, and Abilities**:
- Knowledge in career development, human resources, and adult learning theory and practices;
- Knowledge of contemporary and historical barriers to employment for Indigenous peoples;
- Knowledge in accounting practices and procedures;
- Ability to conduct Training and Employment skills assessments with knowledge of current training and employment trends;
- Strong knowledge and awareness of Indigenous culture, and both historical and contemporary Indigenous issues, the emphasis is on family violence, child welfare, the impacts of trauma, and community outreach;
- Capable of developing an inventory of services to coordinate, monitor, and support individuals in accessing services, including but not limited to: substance abuse, mental health, legal, education, and employment;
- An energetic self-starting person who displays initiative and strong interpersonal skills;
- Excellent verbal and written communication skills are essential as well as experience conducting presentations to large groups;
- Ability to handle a large caseload and cope with stress in a positive manner;
- Good time management skills with planning and scheduling in appointments;
- Proficient computer experience and knowledge of databases and Microsoft Office with particular emphasis on Excel and Word processing is required;
- Knowledge of Federal and Provincial Acts relating to employment and labour standards;
- Experience working within a governance structure in a community development capacity with First Nations; familiarity with First Nations culture and history is considered an asset.
**Other**:
- Must possess a valid Saskatchewan driver’s license, a reliable vehicle, and meet STC’s insurance requirements.
- Must provide a current, original, Canadian Criminal Record Check (CPIC) as a condition of employment.
