Under the general supervision of a Claims Supervisor, the Claims Adjuster II is responsible for investigating, obtaining and reporting, in a concise manner, all facts necessary to allow for the determination of legal liability for any claim by or against the City of Winnipeg. The Claims Adjuster II works independently on a wide range of claims, determining legal liability and negotiating ad settling claims within a determined monetary amount on behalf of the City of Winnipeg. **As the **_Claims Adjuster 2_**_, _**you will**:
- Investigates claims for damages against the City of Winnipeg, City vehicle accidents, and by-law prosecutions, exploring and ensuring that all relevant information is obtained and clarified.
- Interviews claimants, witnesses and other involved parties, and secures oral and written statements.
- Takes photographs at location of claim and makes detailed measurements sketches. Checks and records weather and makes written observations verified by meteorological reports.
- Obtains reports from involved Civic department(s) and conducts any interviews necessary to clarify or obtain additional information.
- Determines where specialist/technical expertise is necessary and obtains such information through professional engineers, consultants, medical specialists, etc.
- Responds to inquiries from the claimant as to the status of the claim.
- Compiles comprehensive investigative reports on claims, ensuring that all investigative work has been completed.
- Determines extent of City’s liability and quantifies probable damages and cost associated with the claim.
- Negotiates appropriate settlement for claims with claimants and/or their representatives on behalf of the City of Winnipeg, on amounts up to a maximum as determined by the Claims Supervisor, in accordance with Council policy. Makes recommendations on appropriate settlement for claims above delegated settlement level.
- Explains the procedures to be followed in respect to damage or loss to city property to other civic departments.
- Testifies at Examinations for Discovery or attends Court as a witness for the City of Winnipeg, as required.
- Establishes and maintains contacts with City of Winnipeg staff and with outside agencies to assist in securing information relevant to the investigative portion of the claims process.
- Responds to correspondence and telephone inquiries by the public relating to the procedure to be followed in making claims against the City of Winnipeg.
- Maintains all documentation and prepares any correspondence necessary to obtain information or to respond to inquiries.
- Provides guidance and direction to a Claims Adjuster I in the processing of more complex or difficult claims. Assists in the training of new Claims Adjusters.
- Performs any other related duties as required.
**Your education and qualifications include**:
- High school graduation or equivalent.
- Successful completion of three courses directly applicable to the claims investigation or risk management field such as Principles and Practices of Insurance, Insurance Against Liability - Part 1, Essentials of Loss Adjusting, as offered through the Association of Insurance Institute of Canada (A.I.I.C.). In addition, must have successfully completed in-house training program(s).
- Two years' experience and demonstrated competence in an investigative field, such as insurance claims investigations, law enforcement investigation work, etc., including independently negotiating and settling claims.
- Knowledge of the principles, practices, and techniques used in investigating and adjudicating a wide variety of liability claims and acquiring information and evidence for legal action, and demonstrated ability in conducting effective investigations and negotiations.
- Demonstrated ability to communicate effective both orally and in writing, in particular the ability to interview a variety of people in order to obtain and clarify information, the ability to respond to public enquiries and to appear at court proceedings, and the ability to prepare thorough and concise reports.
- Ability to establish and maintain effective working relationships with a wide variety of people, both internal and external to the organization of the City of Winnipeg.
- Demonstrated ability and experience in maintaining composure and dealing with tact and diplomacy in a wide variety of circumstances including sensitive and stressful situations and responding to irate individuals.
- Good observation and analytical skills, and the ability to evaluate responses and information received in order to ensure completeness of investigation.

- Ability to work under the pressure of deadlines.
