**POSITION PURPOSE**

Reporting to the Director, Treasury Office is responsible for managing the Region’s General and Sinking Fund investment portfolios and those managed on behalf of other entities (e.g. Housing York Inc.); overseeing the banking services and cash management programs for the Region, including activities relating to safekeeping, securities lending, cash flow forecasts, foreign exchange, short-term borrowing and the investment system; providing advice related to capital market activities and undertaking research relating to economic and market trends.

**MAJOR RESPONSIBILITIES**
- Recommends the appropriate investment strategy for the Region’s General and Sinking Fund portfolios and those managed on behalf of other entities (currently Move Ontario Trust) taking into consideration the requirements of other programs and the use of anticipated reserves and debt.
- Makes decisions with regard to the term and credit mix of investments for the money market, bond and equity asset classes; manages the investment program with the objective of enhancing returns that is measured against established performance benchmarks.
- Ensures all investment transactions are compliant with the approved investment strategy, the Region’s Investment Policy and provincial regulations.
- Oversees the preparation of short to mid-term cashflow forecasts for the Region and other managed accounts.
- Ensures procedures and controls are in place that would meet best practices for cash and liquidity management.
- Manages professional staff, including recruitment, selection, hiring, assigning work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.

- Performs other related duties, as assigned, that are in accordance with job responsibilities and/or Department objectives.

**QUALIFICATIONS**
- A Chartered Financial Analyst designation or the successful completion of a Master’s Degree in Business Administration, or approved equivalent combination of education and experience.
- Minimum five (5) years financial or investment management experience in a large multi-divisional organization including experience in financial analysis and economic forecasting.
- Demonstrated experience in writing analytical reports/studies including the ability to identify problems, analyze and interpret data, and make and defend recommendations from the results of studies.
