**Job Description**:
The Water & Wastewater Division of the Chatham-Kent PUC has an opening for a permanent full-time Instrumentation & Controls/SCADA Technician. The Instrumentation & Controls/SCADA Technician assists the Project Engineer and the Area Managers in maintaining Programmable Logic Controllers (PLC) and Supervisory Control and Data Acquisition (SCADA) system equipment used in the operation of the water and wastewater treatment facilities and pumping stations in safe condition and good working order. This position is also responsible for modifying existing PLC/SCADA software and hardware and/or new software module development in response to administration and plant staff requests. In addition, this position is responsible to provide staff with training and technical advice with regards to the various PLC and SCADA systems. This position is also responsible for the coordination, scheduling and completion of necessary PLC and SCADA maintenance work as well as the management of a PLC and SCADA asset program.

Essential responsibilities

Work along Operators, Supervisors, Managers, Engineering and Compliance Staff, internal and external staff

Train staff on newly implemented and/or modified SCADA programs and/or systems

Provide project co-ordination, supervision of project implementation, contract administration and quality control as it relates to PLC/SCADA projects

Lead on initiatives to update documentation such as PCN’s, plant I&C drawings, control panel drawings, network drawings etc. coordinating with engineering and operations group.

Maintain water and wastewater process control systems and computer systems including SCADA, HMI, PLCs (PLCs, PACs, and RTUs are considered equivalent for this position)

Maintain an account or inventory of materials at hand, parts and materials used, and ordering replacements from suppliers

Plan and coordinate SCADA upgrade projects and provide budget and planning for future projects

Complete electronic document management system training requirements (DWQMS)

Weigh risks and ramifications of all actions related to the production and supply of safe drinking water and the processing of quality wastewater effluent for release into the environment, and take appropriate action

Involvement with the repair and calibration of appurtenances and/or analyzers and instrumentation related to SCADA and PLC systems

Perform checks, preventative maintenance and modifications where appropriate on SCADA servers, virtual server environments, network equipment, network security, communications, and PLC equipment

Modify control parameters of PLCs and other controllers as necessary utilizing discrete programmers or portable personal computers for complex SCADA systems

Administer SCADA/PLC systems including the documentation of all changes to the basic line system and recording all SCADA data storage location and procedure for modifications

Maintain backups of all Scada PLC and HMI programs on a regular basis

Perform modifications required to be made to the Historians as result of field changes and/or requests from Compliance staff

Monitor SCADA/PLC operational performance against predetermined set points

Maintain, upgrade and update SCADA graphic displays, historical data, tag name standards, and real-time data and control databases and displays. Review and improve standards on a regular basis and establish standards where they do not yet exist in consultation with operations, compliance and management staff

Modify existing SCADA/PLC software and hardware or new software module development in response to plant staff requests

Prepare work orders according to established procedures, and creating detailed reports on all repairs conducted in order to create a performance history, and in accordance with health and safety requirements. Follow the existing SCADA maintenance work documentation procedures

Review technical literature and instructions

Review and updating control narratives for facilities and systems

Initiate, track and follow projects identified in the SCADA Master plan to systematically perform upgrades to the SCADA systems across the PUC

Ensure PUC SCADA standards are followed for any internal or external SCADA work

Troubleshoot various versions of Allen-Bradley CompactLogix, SLC and MicroLogix PLC’s, FactoryTalk SE, Maple Panel OIT’s and FactoryTalk Historians, and their associated programming softwares

Complete required training to ensure competence and to comply with regulatory requirements

Coordinate in researching, selecting, and procuring of SCADA supplies in accordance with the municipal purchasing policies

Develop and implement SCADA standards for the PUC

Assist in the design and development of internal projects by identifying systems needs, preparing contract
