**Job Posting**

Planning with an environmental and climate lens has never been more important as we advance our response to the climate crisis and implement HalifACT, the municipality's ambitious new climate plan, and work to build complete and resilient communities. Reporting to the Manager, Environment, the Environmental Planner (Planner II)’s key areas of focus include:

- Integration of nature-based climate solutions into planning regulations
- Support the implementation of the Green Network Plan
- Liaise between Environment & Climate Change & Planning to integrate environmental thinking in decisions and reconnect with Planning from ECC perspective on key areas of work such as regional planning, parks, housing, developments, etc.
- Identify environmental stipulations within planning strategies
- Represent ECC at planning meetings & review new developments for environmental concerns

**DUTIES AND RESPONSIBILITIES**
- Lead and perform intermediate-level professional work and provide technical assistance and information to staff and the public related to a broad range of planning matters, focused on environmental planning
- Subject matter expert in environmental science in one or more of the following areas: biology, conservation, ecology, engineering or similar field
- Liaise between citizens, government agencies, developers and elected officials on planning matters as may be assigned
- Advise and make recommendations on policies and procedures related to land use planning & development programs
- Design and facilitates customer-focused strategic planning, education and consultation processes as required
- Research, analyze and compile information and statistical data and trends
- Identify emerging planning trends, policies and best practices from other jurisdictions and makes recommendations on policies and planning initiatives to address environmental problems and opportunities
- Monitor effectiveness of existing planning policies, processes and regulations and makes recommendations for improvements as necessary
- Research, analyze and support the preparation of reports, terms of reference, request for proposals, policies and procedures, correspondence and briefs for ECC management
- Lead or support the development of, in partnership with stakeholders, policy options, analysis and reports on planning issues and participates as a team member for multidisciplinary projects in varied areas of expertise including Environmental Planning (other areas of expertise may include Development Review, Community Planning, Regional Planning, Urban Design, Infrastructure Planning, Parks, and Transportation Planning)
- Prepare, present and maintain comprehensive land use by-laws, subdivision by-laws and other regulations regarding environmental planning

**QUALIFICATIONS**
**Education & Experience**:

- University degree from an accredited planning program and three (3) years of professional planning experience; **OR**:

- University degree from a non-accredited but related program (such as Architecture, Landscape Architecture, Urban, Human or Economic Geography, and Geographic/Spatial Information systems) and five (5) years of professional planning experience
- Candidacy as a Licensed Professional Planner (LPP) or equivalent Provincial or International designation is considered an asset
- Experience working in a municipal government environment is considered an asset

**Job Specific Knowledge and Abilities**:

- Well-developed knowledge of the principles and practices of planning including cross-functional knowledge involving other disciplines
- In-depth knowledge of one or more areas of planning specialization, including environmental/natural resources planning (other areas include community development, urban design, heritage conservation, housing, parks and recreation and transportation planning)
- Knowledge of relevant provincial and federal government environmental regulations and programs
- A broad knowledge of the legislative framework under which land use planning law operates and the ability to interpret and draft by-laws and contracts which affect the rights of landowners, neighbourhoods and communities
- Superior written and verbal communications and strong interpersonal and facilitation skills
- Creative problem-solving skills to gather relevant information to solve less well
- defined practical problems
- Knowledge of environment-related provincial and federal environmental regulations and acts considered an asset
