We are recruiting for a** Specialized Project Lead** to review Empower Simcoe's current programs, services, PolicyTech, performance outcome metrics, and evaluate practices. This position will work collaboratively with the Quality and Innovation team to conduct a literature review and environmental scans of the various software or platforms utilized internally to measure performance outcomes. In addition, the Project Lead will develop a project plan, create a tracking mechanism for progress and reporting the agency's strategic plan goals, and recommend technology that meets the organization's needs. **This is a contract position working up to 37.5 hours per week for up to 6 months**.

**Compensation Package**:

- Minimum starting rate of $31.80 per hour;
- Flexible working arrangements with the option to work remotely up to 40% of the time;
- 11 statutory holidays are observed, with public holiday pay;

**Minimum requirements of these positions include**:

- Post-Secondary Degree from an accredited university, in Business Studies, Social Sciences or a closely related field; or a combination of education and experience which provides the required knowledge, skills and abilities, as determined by the employer;
- Project Management Professional certification is required;
- Scrum Master certification is an asset;
- Minimum of four (4) years' recent full-time experience in business solution management and project management;
- Experience with evaluation and performance measurement principles, practice standards, tools and techniques, including but not limited to developing evaluation questions, data collection methods, qualitative and quantitative data analysis, logic model and performance measurement, metrics, and indicator development;
- Strong interpersonal and analytical skills, with a demonstrated ability to use critical thinking, work independently, coordinate multiple tasks and keep stakeholders effectively involved in the process;
- Knowledge of the Employment Standards Act as it pertains to payroll and human resources and the ability to interpret collective agreements and agency Standards of Practice;
**Duties and responsibilities (including, but not limited to)**:

- Providing a lead role in reviewing the Agency's current performance measurement outcomes and PolicyTech;
- Leading and managing the development, implementation and improvement of the Agency's performance outcomes and key performance indicators;
- Conducting current state assessments, environmental scans, literature reviews and documenting business processes and workflow for the purpose of business process redesign and program evaluations;
- Developing and maintaining master processes and procedures, and communicating all changes;
- Providing expert advice on staff training, processional development, and policy development;
- Plans all project timelines, milestones and deliverables using appropriate methodologies and techniques;
- Identify, assess and prioritize how project risks will be avoided or mitigated throughout the life cycle of the project;

- Must have a valid Class G driver's License and own reliable transportation;
- Must be prepared to participate in ongoing upgrading and training.
