The Real Estate branch combines real estate and land development expertise to create synergies across a diverse portfolio: we own, lease, maintain and operate the City’s inventory of real property (land, buildings and facilities). Our branch provides expert real estate services to the corporation and integrates multiple interests so that Council can achieve its vision.

The Land Development section functions as a land developer on behalf of the City of Edmonton by making investments into enterprise and surplus City-owned land that is not required for municipal purposes to increase its financial and social value, before sale. To complete this work, we carry out the full range of land development activities from due diligence and planning to construction. Our team manages a diverse portfolio that includes greenfield residential, mixed-use, commercial and industrial land; surplus land; surplus school sites and many more. We also provide expert land development support, advice and recommendations to areas throughout the corporation such as Affordable Housing and Open Space.

Reporting to the General Supervisor, Land Development Planning, this position will work within a multidisciplinary environment to lead a variety of land development projects in order to achieve The City Plan objectives and city-building outcomes.

- Carry out in-depth site analysis and review to determine development opportunities that maximize financial return while balancing city-building objectives, and recommend development type, zoning, plan amendment, road closures and subdivision options
- Advance land development projects through the regulatory planning process by managing Land Development Applications from start to finish, including procuring any required studies and reports
- Review, revise and develop policies and strategies related to land development
- Perform project management functions, with the support and guidance of the General Supervisor, as necessary
- Review project deliverables for alignment with project scope, schedule, budget and overall outcomes
- Prepare memos, briefing notes, reports, recommendations, key messages and materials for Committees of Council, City Council or senior management to provide project updates, and present project deliverables in a timely manner
- Lead and manage contracts, consultants and technical staff working on projects, including managing the procurement process from start to finish
- Lead public engagement and communication with stakeholders and affected communities including responding to public and Councillor inquiries
- Provide professional planning expertise, advice and services to other City business areas and partners that have a broad impact on the City
- Perform other related duties

Qualifications:

- Bachelor’s Degree in Urban Planning or a degree related to the functions of the position
- Master’s Degree would be considered an asset
- Membership, or eligibility for membership, in the Canadian Institute of Planners (CPI) or Alberta Professional Planning Institute (APPI) would be considered an asset
- A minimum of (4) four years of progressively responsible related land use and/or policy planning experience in the public and/or private sector that includes:

- Integrated land use planning policy development
- A broad and demonstrated experience in handling complex projects
- Public and stakeholder engagement
- Effective verbal and written communication skills
- Ability to facilitate meetings and design processes for public engagement
- Maintaining effective collaborative working relationships with internal and external stakeholders
- Project Management experience related to project planning, managing scope, timelines, budgets and consultants
- Demonstrated ability for creativity, problem solving and innovative systems thinking
- Current knowledge of the provincial legislative framework, economic and legal trends that may influence or impact planning policy, statutory framework, regulations
