**Main Purpose and Function**

The Social Planner III serves as the lead of the Cultural Redress team and works closely with the Anti-Racism & Equity team and the Reconciliation team - which together make up the CARE working group (Cultural Redress, Anti-Racism, Reconciliation, and Equity) in the Arts, Culture and Community Services (ACCS) department. Each team in this group works on specific initiatives which require distinct approaches and skillsets and regularly come together to collaborate and integrate efforts. This team individually and collectively brings substantive expertise and care to a range of complex cultural and social issues using an intersectional lens and works towards short term transformative practices while working towards systemic change in the direction of Reconciliation, Equity and Justice.

The work is grounded in the City’s Reconciliation Framework, UNDRIP Strategy, Equity Framework, Accessibility Strategy, Healthy City Strategy, Culture Plan and other key City directions, policies, and projects.

This role has a targeted focus on cultural redress for past injustices and attempts to repair the harms of systemic exclusion and discrimination. Part of the City of Vancouver’s cultural redress journey is to address its historic and ongoing role in perpetuating inequities and racism. This role is supported by the City’s broader Reconciliation, Anti-Racism and Equity work.

This role is situated within Cultural Services and reports to the Managing Director with additional support by the Assistant Director. The position is responsible for leading a team and works closely with staff who have related work programs in Social Policy, as well as the Equity Office, Indigenous Relations, Planning, Urban Design, and Sustainability (PDS), Business Planning and Project Support (BPPS) and other departments across the City. Key contacts include residents, cultural, community, and heritage organizations, business owners, property owners, partners in the non-profit and academic sectors, with a focus on equity-denied communities.

**Specific Duties and Responsibilities**
- Leads work related to the City’s cultural redress efforts to repair the harms of systemic exclusion and discrimination experienced by racialized communities through policy, projects, and processes.
- Leads how the City supports, grows, and protects cultural heritage through initiatives such as: shifts to City by-laws, changes to land use and heritage policies; support for cultural spaces; and allocation of grants.
- Provides team leadership on the implementation of actions that deliver on related Council priorities.
- Leads research and engagement to identify key areas of cultural and historical significance in partnership with communities.
- Provides management of community engagement initiatives including community forums, workshops and meetings (including weekday evenings and after hours on weekends).
- Supervises the analysis of a wide variety of data and information to assist in the formulation of initiatives, including in-depth understanding of community needs and priorities, analysis of demographic and other trends, studies and surveys.
- Establishes collaborative working relationships across internal City teams to identify and integrate cultural redress, anti-racism, reconciliation and equity into various work programs.
- Establishes collaborative working relationships with arts and culture and heritage organizations, businesses, residents, and Council-appointed advisories.
- Supports responding to sensitive enquiries and correspondence with the public and other departments on matters related to projects and policies.
- Writes reports, including Council reports, and presents material to various internal and external groups.
- Manages consultancies and project budgets.
- Leads a staff team with substantive supervisory expertise and care.
- Other duties/responsibilities as assigned.
