The South Shore Regional Centre for Education (SSRCE) practices the culturally responsive pedagogy approach in providing an inclusive, diverse, equitable, safe and healthy education that supports learning and success both personally and academically to the 59,000 residents of Lunenburg and Queens Counties, an area of 5,250 square kilometres and a total of 23 schools.

**FACILITATOR BEFORE AND AFTER SCHOOL PROGRAM**

**Scope of Responsibilities**

The Facilitator of the Before and After School Program for the South Shore Regional Centre for Education is responsible for planning, directing, and coordinating the management of the BAP program in their region/CSAP. The Facilitator will have oversight for:

- NSBAP Programs that are delivered by the region/CSAP
- Establishing partnerships and third-party contracts with all external providers delivering all before and after school programs on behalf of the region/CSAP, which includes NSBAP, regulated child care (that are currently not NSBAP programs), and other recreation-based programs that are currently being offered in the schools with respect to before and after school care.

The Facilitator will oversee the development and evaluation of the program and ensure quality control for the delivery of program services, consistent with Department of Education and Early Childhood Development and South Shore Regional Centre for Education policies. The Facilitator will work within an accountability framework to provide leadership and ensure best practices are implemented in the areas of program development, program delivery, staffing and financial management. The Facilitator of the Before and After School Program reports directly to the Coordinator of Literacy and Director of Programs.

**Competencies Required**

The Facilitator - Before and After School Program shall have the following competencies:

- a. Demonstrated leadership skills with the ability to provide direction, support, coaching and training to large teams of staff;
- The ability to develop and implement appropriate internal controls and financial reporting principles and procedures in the financial management of revenues and expenditures;
- The ability to develop annual operating budgets and operate within these budgets;
- Strong technology skills as well as the ability to evaluate and recommend new technologies in client account management and registration systems;
- The ability to develop and maintain a positive client service culture;
- The ability to promote the program through marketing tools, promotional materials and strong public relations strategies;
- Knowledge of general human resource best practices for recruitment, hiring, and performance management;
- The ability to effectively evaluate and manage the performance and growth planning processes for employees in the department;
- The ability to analyze procedural and/or program problems, develop, recommend, and implement solutions as appropriate;
- The ability to foster a team approach to problem solving and continual improvement;
- Strong interpersonal, oral and written communication skills and the ability to mediate conflict;
- The ability to work and communicate effectively within the South Shore Regional Centre for Education, with schools and staff, students, parents, community members and external groups such as government agencies;
- The ability to promote and maintain confidentiality;
- The desire and ability to engage in continuing education and professional development.
- Ability to integrate community cultural and linguistic elements into the program when appropriate

**Qualifications**
- A university degree in Early Childhood Education, Recreational Management, Child and Youth Studies or related field, or the equivalent obtained through training and experience;
- Minimum three (3) years’ recent experience in a leadership role in the area of recreation, or child care management;
- Recent experience developing and directing early childhood/school age recreation-based programs;
- Knowledge of the Department of Education and Early Childhood Development Pyramid Model, Early Learning Curriculum Framework and equity, diversity, and inclusion policies an asset;
- Education and/or experience in business and Human Resources management best practices considered an asset.
- Clean criminal record check with vulnerable sector search.
- Access to a reliable vehicle and a valid NS driver's license.
