**Job Summary**

The Environmental Impact Officer is responsible for ensuring compliance with applicable environmental law of the Milton Logistic Hub during all phases of construction and operation as well as supporting associated permitting with other capacity expansion and customer projects in the Eastern Region. The position tracks, influences, documents, measures, and ultimately demonstrates CN’s compliance with all legal requirements, including the legally binding conditions associated with the Milton Logistics Hub, by multi-departmental liaison, conducting field programs, working with the environmental consultants, and contractor teams. The role influences across levels and functions and is responsible for influencing work to be performed respecting the project conditions, commitments, tender packages, standard regulatory requirements, permit conditions, CN policies and procedures, environmental management system, and sound professional practice.

**Main Responsibilities**

**Compliance**
- Coordinate and communicate regularly with the CN project team, contractors and consultants including attending project meetings and updates
- Understand project conditions, commitments and the incorporation of those into the tender packages
- Track and document the implementation of the project conditions and follow-up programs using Enablon
- Provide support to key users of Enablon (e.g., assist in the organization, transcribing, review and uploading of data on a monthly basis)
- Track and compile data from the contractor’s monthly compliance report and assist the Environmental Monitors in their field inspections, action plans and reporting
- Plan, coordinate resources, and participate in the completion of field studies such as water sampling, fish and wildlife assessments, revegetation efforts, noxious/invasive weed identification/management, etc.
- Prepare the annual report, including coordination and data collection from CN, consultants and contractors
- Review and provide comments on various plans and reports prepared by the contractor to ensure they are compliant with project commitments and conditions
- Document CN’s ongoing consultation efforts with regulatory agencies, general public and Indigenous communities
- Coordinate with Environmental Monitors on site and work with the contractor’s Environmental Inspector to resolve issues

**Follow-up Programs**
- Assist in the implementation of the established Follow-up Programs (FUPs) to ensure the timely completion of FUPs reports through review and editing
- Work with the contractor to identify and schedule the various site works, surveys, and monitoring activities
- Assist with the development of air quality emissions reduction plan to encourage continual improvements in the reduction of air pollutant and greenhouse gas emissions from trucks serving the project
- Provide support to the development and long-term oversight of a program to establish preliminary emissions thresholds for high-emitting trucks
- Coordinate and participate in surveys associated with wildlife, fisheries, vegetation, cultural heritage, and other programs to ensure reporting meets regulatory agency requirements during construction and operation
- Support archaeology monitoring requirements during ground disturbance pursuant to the monitoring requirements of archaeological and cultural resources protection plan, including coordination with indigenous archaeological monitors

**Environmental Assessment and Permitting**
- Complete or assist in environmental assessments and mitigation measures for standard construction and maintenance projects
- Provide direction to Front Line Supervisors (FLS) and Project Managers on permitting and related issues concerning protection of fish and wildlife and compliance with CN and regulatory procedures, codes, and regulations
- Ensure consultant service excellence, including detailed technical review as well as Quality Assurance (QA) and Quality Control (QC) of all written products
- Hold pre-submission Teams meetings with consultants and attend

pre-construction meetings with contractors
- Assist with planned and emergency projects requiring environmental approvals and coordination with regulators
- Provide technical advice, regulatory outreach, and direction during emergencies either derailment related or Engineering emergencies that have the potential to affect the environment
