**Project Manager 2, CST Project**

Reporting to the Director, Provincial Youth and Young Adult Mental Health Initiative, the Project Manager II is responsible for the management of strategic work to support a provincial project to facilitate systems improvements for young people and their families or caregivers. The Project Manager II will work collaboratively with young people and families, as well as leaders across health authorities, government ministries, Indigenous organizations and other partners to develop recommendations for systems improvements. The role will ensure the deliverables are completed on time and on budget, as identified in the project plan. The Project Manager II will lead and coordinate project activities including financial responsibility for the project and management of resources as deemed necessary to meet the schedule and budget for the project deliverables. The Project Manager II will identify and track metrics as they relate to the project deliverables. The role will establish the project team and provide leadership, guidance and support to designated project staff, contractors and stakeholders. Given the complexity of the system level changes expected through the development, implementation and evaluation of this project, the Program Manager II applies a solid base of leadership and management knowledge and skills to enable best practice, performance improvement, and systems integration to ensure alignment with BCCH and PHSA vision, mandate, and strategic directions.

**What you’ll do**
- Provides leadership and manages the development, implementation, and evaluation of this project in support of strategic BCCH initiatives, programs, and related projects. Ensures alignment and linkages to a diversity of programs/ related projects of varying scope including many being led from the Ministry of Mental Health and Addictions in a complex and changing multidisciplinary environment and with a diversity of stakeholders. Maintains responsibility for ensuring that programs and related projects are completed in adherence to project protocols/ charters/ agreements, timelines, applicable institutional and ethical policies and procedures, and pertinent privacy legislation.
- Collaborates with the Director, Provincial Youth and Young Adult Mental Health Initiative and other BCCH leadership, and with support from Project Managers and Research Assistants as applicable for the development, implementation, and evaluation of strategic mental health and addictions programs and projects. Collaborates to conduct research in support of BCCH’s provincial mandate.
- Manages the identification, collection and analysis of relevant information/ evidence relating to current programs and related projects, and synthesizes findings in order to effectively integrate these into the development, implementation, analysis, dissemination of findings, and policy/practice implications of strategic programs and initiatives.
- Establishes detailed project charter, plans and objectives to outline timelines and project deliverables. Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed and ensures readiness for project implementation.
- Tracks project progress according to project plan and identified metrics. Monitors and reports on the status of projects and major barriers encountered. Makes decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
- Develops proposals, budgets, and workplans for proposed programs and related projects, ensuring that resources will meet program/ project objectives and high quality deliverables; prepares mid-term and final reports. Ensures adherence to the budget by performing duties such as monitoring expenditures, variance reporting and recommending remedial action and taking corrective action to ensure performance to plan.
- Provides supervisory guidance and direction to staff. Maintains full accountability for all personnel including hiring, termination, and handling discipline problems.

**What you bring**
- A level of education, training, and experience equivalent to a Master’s Degree in Health Services Administration, Business Administration or relevant health care discipline.
- A minimum of seven (7) year’s recent, related experience in project management and facilitating and managing consultation processes with a wide range of stakeholder groups.
- Project Management Professional designation considered an asset.
