**AREA OF RESPONSIBILITY**:
Reporting to the Accounting Manager, supervise a team of professional accountants, plan and coordinate the activities and the operations of accounting programs on a corporate wide basis; coordinate activities with the operating departments, divisions, outside agencies, governments; provides highly responsible and complex guidance/assistance, technical advice and training to Managers and staff throughout the City on accounting and financial reporting. Prepare the City’s financial statements and respond to internal and external audit questions. The incumbent in this role is expected to work with mínimal supervision, exercise professional judgement, making responsible decisions to support departmental and corporate goals

**ACCOUNTING OPERATION SUPPORT**
- Provide leadership on accounting and financial reporting programs and processes. Responsible for delivery of related service activities.
- Establish and maintain Standard Operating Procedures (SOPs) to ensure compliance with Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB) guidelines, collective agreements, City policies and practices and federal and provincial legislation including the:

- Municipal Act, 2001, and
- Income Tax Act, and
- Participate in the development and implementation of goals, objectives, policies and priorities for the City’s financial activities. Identify resource requirements, recommend and implement policies and procedures.
- Oversee and review financial transactions from operating departments and ensure data accuracy and compliance to City’s policies and procedures, GAAP, PSAB and other related legislative requirements, rules and regulations. Provide accounting advice, guidance and technical leadership to City staff. Recommend adjustments and corrective actions where necessary. Prepare the City’s financial reports including annual Consolidated Financial Statements. Prepare the MMAH Annual Financial Information Return, Statistics Canada information returns and various Federal and Provincial Government Grant Funding Applications and reports.
- Recommend and develop accounting processes, controls and methodologies that are in compliance with accounting standards.

**STAFF MANAGEMENT**
- Direct, coordinate and review the performance of professional accounting staff. Meet with staff to identify and resolve problems, assign work activities and projects, monitor work flow, review and evaluate staff work assignments, methods and procedures.
- Manage staff performance, coaching, training and development needs by developing plans and processes to identify and monitor performance gaps, skills and training assessment, recruitment and staffing to meet current and future divisional needs.
- Establish and maintain a working environment conducive to positive morale, individual style, quality, creativity and teamwork.
- Participate in recruitment and selection of staff.
- Ensure staff compliance of City Policies and all regulatory and legislative requirements.

**PARTNERSHIP/CROSS FUNCATIONAL MANAGEMENT**
- Liaise, advise, coach and negotiate solutions with financial services staff of all City departments on accounting and financial reporting related matters.
- Act as a representative of the Treasury Services Division. Participate in meetings and committees to develop processes and systems for the improvement/enhancement of accounting and financial reporting process.
- Collaborate with stakeholders and auditors to identify process gaps and deficiencies, confirm data accuracy, troubleshoot to resolve issues and recommend solutions as required.
- Act as a primary working contact for internal and external auditors during interim and year-end financial audits and various government audits.

**TECHNICAL EXPERTISE AND ADVICE**
- Possess expert knowledge of GAAP, PSAB regulations and requirements, and the City’s operating and capital budget process,
- Assume gatekeeper responsibilities to ensure operating departments are in compliance with legislated financial reporting requirements and City’s financial policies.

**CHANGE MANAGEMENT**
- Participate in research and benchmarking best practices and initiate process improvements by gathering data, defining and implementing procedures and /or technologies to deal with changes in both the business environment and financial communities and government regulation. The 200
