The Pension & Benefits Team in the Shared Services Unit of The United Church of Canada is seeking an individual to fill the role of Manager, Data and Systems on a permanent full-time (35 hours/week) basis. The United Church of Canada is a community of hope, a vibrant and vital church with both purpose and vision.

The Shared Services Unit brings together all of the shared services offered nationally and includes: Human Resources, Payroll Services, the governance and administration of the Pension Plan of The United Church of Canada, Group Insurance administration, Archives, GCO Administration, Legal and Incorporated Ministries. They ensure that policies established by the General Council are upheld and that federal/provincial employment standards are met.

The Manager Data and Systems manages the Data and Systems Team providing leadership, oversight and direction. They provide high level oversight of the (PABAS) ensuring delivery, maintenance and enhancements align with the organizational goals and industry best practices, providing excellent service to plan members while ensuring compliance of each plans rules and legislation.

**Specific Areas of Responsibility include**:
**1. Leadership and Strategy (45%) **:Responsible and accountable for oversight and management of soon to be launched pension and benefit administration system ensuring delivery, maintenance and enhancements to align with the organizational goals and industry best practices, participate in on-going strategy direction and other reviews including those concerning resources, budget, policies and processes; Recommend and implement efficient data management systems, ensure data accuracy and security and analyze data; Develop and execute development plans, process changes, and suggests revisions for approval in keeping with best practice, changing needs and requirements, and operational impact assessments as may be required.

**2. People Management and Development (30%)**:Provide skilled leadership, oversight and direction to staff by modeling collaboration, problem-solving, and by facilitating relationships of trust, cooperation and confidence; Lead and evaluate staff, providing support and assistance as needed to enhance their skills and professional growth;
**3. External Relationship Management and Program Development (10%) **Manages the Pension and Benefits administration software and is responsible for managing technical risks and integration risks from other vendor systems including creating, developing and executing development plans and revise as appropriate; Work with external and internal resources to advance communication and access options for pension and benefit programs; and Review any escalations of issues with third party administrator and review contract language to determine best course of action to resolve client issues.

**4. Financial Management and Stewardship (10%)**:Manage technical resources within budget and project schedule when appropriate; Proactively identify and track potential risks and suggest plans to manage risk (i.e., risk related to technology, change management, requirements management); and Provide monthly consolidated plan costs and financial reporting;
**5. Special Projects (5%)**:Undertake a variety of projects as assigned by the Director, Pension and Benefit Administration as required**:
**Qualifications**
- University degree in actuarial science or mathematics; CEB/CEBS/PPAC certification or working towards this certification is an asset;
- Minimum 6 years of recent and progressive experience with Defined Benefit Pension and Group Benefits systems and plan administration plus 4+ years of experience in a management/supervisory role;
- Extensive knowledge and experience in pension and benefits administration systems and plans, including requirements for regulatory compliance in all provinces, in a large national organization or in the consulting field working with national organizations, (multi-employer plans preferred);
- Experience in a church or not-for-profit setting is desirable and Project management experience and working with third party-providers are assets
- Knowledge and understanding of Privacy Legislation, PII and standard of care required for data management and adept and proactive to legislative changes in all provinces;
- A logical and analytical thinker, with an aptitude for numbers and data analysis. Experience developing methods that ensure data consistency, reliability, and accuracy;
- Strong problem-solving skills to analyze technical system requirements, assess impact on existing infrastructure and implement optimized solutions to address needs and the ability to interpret and maintain plan documents, contracts, manuals, policies, bulletins etc. regarding administration;
