**JOB DESCRIPTION**

The City of Orillia has an opening for the full-time position of GIS Specialist in the Development Services and Engineering Department.

**DUTIES**
- Lead the development and implementation of a City GIS strategy including data standardization and processes to support the effective maintenance of corporate GIS datasets.
- Establish and recommend policies, procedures, processes and schedules for updating, maintaining and auditing the GIS datasets.
- Administration of mapping updates to the City’s Zoning By-Law and Official Plan schedules.
- Creation and maintenance of geospatial data from as-built drawings and topographic survey data for the City’s Infrastructure Assets and integration into the PSD Citywide software platform.
- Provide support in modelling, studies, capital planning and programming, operations and maintenance programs.
- Undertake GIS-based analysis and mapping to inform budget and other requests for various City projects such as stormwater rates analysis, infrastructure corridor analysis, growth management, etc.
- Facilitate the implementation of the City’s Property, Permitting and Licensing System (PPLS) by maintaining, updating and graphically displaying properties with open permits, licenses, inspections, code enforcement, etc.
- Implementation of internal user/department-specific web-based GIS dashboards.

**QUALIFICATIONS**
- Two (2) year College diploma from a full-time accredited post-secondary institution in GIS or related field.
- Two to three years of experience maintaining and supporting GIS in a municipal setting.
- Experience with AutoCAD, PSD Citywide software, Maintenance Manager and Permits modules, GIS field data collection software and hardware, proficiency in GIS related scripting languages such as Python (ArcPy), SLQ and Arcade would be considered an asset.
- Two to three years of experience with enterprise GIS development and support. Design and implementation of spatial / non-spatial databases and system.
- Understanding of GIS data maintenance, cartography, query and configuration principles and best practices.
- Excellent understanding of GIS concepts and software including a strong knowledge of the ESRI ArcGIS Suite including Pro and Extensions.
- Demonstrated experience developing custom data products, visualizations and cartographic products.
- Experience with databases, relational database management systems (RDBMS), SQL and queries.
- Proficiency with MS Office Suite including Outlook, Word and Excel.
- Ability to read and interpret digital or hard copy engineering drawings and documents (e.g. as-built plans, engineering surveys, and contract specifications) is an asset.
- Proficient with GIS metadata principles, practices and maintenance.
- Familiarity with parcel and infrastructure-based GIS data maintenance.
- Demonstrated ability to successfully work in a team environment.
- Knowledge and practical experience surrounding municipal government responsibilities and best practices would be an asset.
- Experience developing and delivering training programs is considered an asset.
- Excellent report writing, project management, communication, presentation, public relations, interpersonal, organizational, analytical and judgment skills.
- Previous project management experience demonstrating organizational skills and time management.
- Possess a valid class ‘G’ Ontario driver’s license and reliable vehicle.
- A current and acceptable Criminal Record Check is required for this position at the incumbent’s expense, prior to the employment commencement date.

Compensation for this position is $77,379 to $90,523, for a 35-hour work week, plus a comprehensive benefits package. Applications will be accepted until March 16 ,2023 at noon.
