Employee Compensation and Benefits Supervisor

The Employee Compensation and Benefits Supervisor, reporting to the Financial Services Manager, is a pivotal leading role in ensuring all of the Public Schools Branch Payroll and Benefits transactions are processed accurately and in a timely manner. Supported by the Manager, the Supervisor will train, educate, coach, support and guide the Payroll team and collaborate with the HR and Finance teams. This role is involved in preparation, data collection, interpreting and presenting to Management for payroll matter such as budgeting and collective bargaining. This position works with external auditors as part of the PSB Financial Statement audit and the point of contact for all payroll audits.

**Duties and Responsibilities**:
To oversee and maintain the payroll and benefit processes, controls and procedures for the Public Schools Branch including ensuring compliance with all applicable laws, policies and collective agreements including CRA regulations;
- Completing and/or assigning/organizing and/or reviewing complex calculations related to payroll (ie. Retirement Pay, Service Gratuities, Estimates, Deferred Salaries etc.);
- Supervising a payroll team of eight (8) staff located in two offices with a focus on creating a culture of communication and team work;
- Providing analysis and recommendations for employee compensation and position budgets by tracking, analyzing and reporting from various sources including payroll reporting, FTE allocations and budgeting documents for all employee groups including substitute, casual and overtime hours. These functions will include forecasting, trend analysis, tracking and reporting on various compensation metrics;
- Developing and performing selected internal audits/reviews of payroll staff and overall data maintained in the payroll database software (Oracle Peoplesoft) to ensure the information is accurate, complete and up to date including pay cycles, pay scales, benefit programs, seniority, and vacation accumulations,
- Developing and maintaining a strong, working and communicative relationship with Provincial Government Public Service Commission and other stakeholders (ie Johnson Insurance) as it relates to the maintenance, calculation and payment of the Public Schools Branch payroll and benefits;
- Liaising with Provincial Government Public Service Commission on any new programs, software upgrades or addressing any new needs required by the Public Schools Branch payroll or benefits section;
- Developing and maintaining a strong, working and communicative relationship with the Public Schools Branch Human Resources department and work with key members to ensure procedures, controls, forms, best practices, etc. are followed and kept up to date;
- When requested by the Manager of Finance, the Supervisor will work with year-end, external auditors to help them complete any applicable payroll-testing, walk throughs of payroll, internal controls/procedures and answering payroll questions;
- Providing assistance to other departments, schools or employees of the Public Schools Branch as it relates to payroll and benefit services;
- Liaising with federal and provincial government departments and agencies regarding programs, services, forms and reports related to payroll and human resources and developing and recommending new procedures or process changes to the Manager of Finance;
- Other related duties as required.
**Minimum Qualifications**:
- Graduation from a recognized, relevant, post-secondary institution with a Business/Accounting/Payroll Degree/Diploma;
- Extensive, recent and relevant computerized payroll experience and demonstrated knowledge of payroll procedures, CRA regulations and benefits administration;
- Demonstrated equivalencies may be considered;
- Recent and relevant experience and training in word processing, spreadsheets, and computerized payroll accounting software, database management as well as the demonstrated ability to use the software*;
- Ability to be a self-starter;
- Strong problem solving, interpersonal and communication skills (written and oral) are required;
- Strong demonstrated leadership and team-work skills;
- Excellent organizational skills and a demonstrated ability to meet deadlines;
