The Municipality of Chatham-Kent has an opening for a temporary full-time Supervisor, GIS with the Chatham-Kent Public Utilities Commission. This temporary full-time opportunity is for the period of April 2023 to October 2024.
Internal employees are defined as permanent, temporary, full-time, part-time, seasonal, casual, and contract employees with the Corporation of the Municipality of Chatham-Kent. Please note that family and friends of employees are not eligible unless they are already employed by the Municipality of Chatham-Kent.
Job description
Essential responsibilities
Demonstrate Chatham-Kent’s core values and competencies
Direct a team consisting of UNIFOR union members, seasonal staff and non-union staff
Supervise staff carrying out OntarioOneCall locate requests for water, sanitary sewers and fibre optics throughout the Municipality of Chatham-Kent (approximately 10,000 locate requests are received annually).
Ensure the CKPUC GIS water and wastewater system is maintained and upgraded to meet GIS strategic planning recommendations
Participate in software upgrades and modifications including testing, sign-off, training, documentation and security set-up as required to ensure satisfactory transition to the upgrade or new software
Communicate changes, enhancements and modifications to stakeholders to ensure understanding of issues and solutions
Maintain and manage the water/wastewater data model based on industry standards and business need
Assess and optimize business processes and data management workflows
Implement automated quality control processes
Implement solutions to automate and streamline data transfer and data change processes, especially between the office and field teams
Provide technical support to consumers of geospatial solutions including administration and technical team members
Perform data maintenance tasks, including collection of data in the field using GPS technology
Work with other areas of ITS and business units to resolve service issues
Develop, maintain and administer the Chatham-Kent Public Utilities Commission (CK PUC) database, including ensuring data accuracy, quality and integrity in the GIS system through scheduled data improvement exercises
Examine the PUC data model against CSA standards and implement data model changes to support standardized model
Develop (and maintain) data quality assurance/quality control processes
Manage ArcSDE and ArcFM in a multi-user, multi-versioned environment
Research, develop strategy, plan, coordinate and support ArcGIS and ArcFM software upgrades
Implement standards and process for CAD drawing submission to support seamless CAD/GIS integration
Ensures all vehicles, equipment and machinery are maintained in good safe working order, complete with record management
Essential qualifications
This position requires a minimum formal education of a three-year university degree or a three-year college diploma in a geographic information systems, engineering, geography or computer science program
This position requires two to four years experience developing and implementing GIS solutions, preferably in the water/wastewater utility industry
Experience implementing new technology in both office and field environments
Experience with utility models, data model reviews and testing data model changes
Experience implementing, modifying and maintaining custom code solutions
Experience converting data into the ArcGIS/FM platform
Experience interpreting engineering information for entry into water/wastewater utility data model
Practical experience with ESRI ArcGIS, ArcGIS Online, and the ArcFM extension
Required to be available outside normal business hours to assist with major incidents
Experience working in a unionized environment
Certifications, memberships, licenses
Health & Safety Competency training is required within 6 months of hire date and will be maintained through refresher training once every 4 years
ESRI ArcGIS Desktop Associate is an asset
ESRI ArcGIS GeoData Management Associate is an asset

**Sitting**: frequently sitting in a chair (office time would require sitting in a chair; field inventory work could be conducted anywhere in Chatham-Kent driving distance)
