**Main Purpose and Function**

We are looking for a motivated operations manager to lead the Traffic and Electrical Operations Branch.

The Traffic and Electrical Operations Branch is responsible for construction and maintenance of street lighting, traffic signals, power systems, communications infrastructure, road-markings and street sign installation and maintenance. The Branch manages maintenance programs and delivers capital projects of varying scales.

This position reports to the Director of Streets, and works closely with other Branch Managers in Engineering Services and other internal and external stakeholders. Your ability to build and maintain strong collaborative relationships within the team and with partners will help you be successful in this role.

The position manages a staffing compliment of 200+ employees primarily at the City’s works yard on National Avenue. Managing people, human resources and labour relations is a significant part of the job. The manager will work to promote a healthy and inclusive workplace culture. Safety is a top priority for the Engineering Department. The branch manager will ensure employee and public safety through continuous improvement of its training and safety programs, review of emerging best practices and compliance with codes and regulations.

**Specific Duties and Responsibilities**

Operational:

- Fosters a culture of safety and drive continuous improvement of the branch’s safety programs; ensures compliance with Worksafe BC regulations and the electrical code of Canada.
- Directs the planning, construction, and maintenance of City electrical infrastructure.
- Monitors and analyzes current systems of production to ensure effectiveness of maintenance and construction activities; develops business cases that drive improvements in service.
- Fosters effective communications and cooperation between Traffic and Electrical operations and other operations and design groups.
- Participates in the capital and operation budget process; carefully considering and evaluating options and ‘trade-offs.’
- Participates in the planning and coordination of capital projects.
- Manages team roll out/execution of Corporate Initiatives within the branch.
- Contributes to, and report against, metrics for branch and report program successes.
- Adapts to changing demands, such as weather conditions, and anticipate resources and equipment requirements.
- Provides support to VPD and Corporate Security during events as required.
- Responds to inquiries and complaints from members of the public as well as Mayor and Council; broadly represents the City when working with media relations on issues relating to snow and streets construction work.
- Participates in Emergency Preparedness and Planning in addition to Emergency response with the EOC and Emergency Management Department.

Policy/Procedures:

- Evaluates and implements best construction and maintenance practices; researching new techniques and technologies and alternate methods of efficiency.
- Enforces City/department policies/procedures.
- Develops new/improved policies/procedures that support best practices.
- Inspects and reviews the work of the construction and maintenance crews.
- Ensures compliance with all health, safety and environment programs.
- Ensures compliance with quality control/assurance programs, and participate in audits.
- Supports to other branches to comply with Professional Governance Act requirements

Cost Control:

- Approves large purchases and the associated business case if required.
- Monitors operational budget to ensure cost accuracy and compliance.
- Plans and predicts required resource levels.
- Establishes and monitors new metrics and KPIs as required.

Human Resources:

- Provides coaching and mentorship in developing employees and in creating opportunities for succession planning.
- Completes annual performance plan and performance review discussions with direct reports.
- Liaises with the various union representatives to build a collaborative culture and proactively addresses employee issues/grievances.
