Manager, Water and Wastewater Operations

**Scope of Position**:
To provide day to day supervision of Norfolk County’s Water and Wastewater Operations in a cost effective and efficient manner while eliminating and minimizing interruptions to services.

**Position Description**:
- Provide day to day management of Norfolk County’s water and wastewater operations.
- Provide leadership, motivation and guidance to staff as well as discipline when required.
- Provide direction and input into capital projects related to water and wastewater infrastructure.
- Monitor new and proposed regulations and anticipate issues that may impact County services as a result of the changes.
- Provide direction and guidance to other Norfolk County divisions with regards to operating and capital forecasting and budgeting, which may involve orchestration of operational plans for a 10 year period.
- Oversee operations / maintenance of Norfolk’s 5 Municipal Drinking Water Systems consisting of water treatment plants and groundwater systems to provide safe and clean drinking water at the most efficient cost.
- Manage Water Distribution Systems in 7 communities to ensure the safe and clean distribution of potable water.
- Manage Wastewater Collection Systems in five (5) communities to ensure the wastewater collection system provides safe disposal of sewage for the environment and ratepayers
- To ensure maintenance and operations are completed within budget guidelines to provide cost effective services to the ratepayers.
- Responsible for development and initiation of Request for Proposals, Tenders and Quotations for capital programs and projects.
- Provide support and recommendations to other Divisions and Departments with respect to environmental issues and regulatory concerns.
- Collaborate with various Norfolk County Divisions, Departments and external consultants in drafting water and wastewater master plans for Norfolk’s urban communities.
- Initiating and managing change in order to minimize problems and promote efficiency among staff.
- To provide a safe & healthy environment for employees, contractors, consultants and the public.
- To maintain MECP standards to meet public and political expectations. Be aware of all facilities, systems and issues.

**Requirements**:
**Knowledge and Experience**:

- Post-Secondary education, University Degree or three (3) year diploma in related field and five (5) years’ experience pertaining to the operations and maintenance of water and wastewater systems or acceptable equivalent.
- Certified Engineering Technologist or Certified Engineering Technician is considered an asset.
- Minimum 5 years of supervisory experience
- Provincial Certification: Water Treatment (Level 3), Water Distribution Level 2, and Wastewater Collection Level 2 would be considered an asset.

**Skills and Abilities**:

- Thorough knowledge of applicable legislation, eg. Occupational Health & Safety Act, Safe Drinking Water Act, Ontario Water Resources Act, and the Environment Protection Act, Ministry of Environment, Conservation and Parks (MECP) standards and guidelines.
- Understanding of financial systems, including procurement, purchase orders as well as budgets and budgeting.
- Excellent communication skills, both written and verbal for dealings with the public, contractors, provincial inspectors, consultants, media, Council, employees, and the Union.
- Exceptional interpersonal skills with proven ability to build effective relationships where you are required to establish credibility/rapport.
- Sound technical knowledge and administrative expertise with the ability to understand as constructed and engineered drawings.
- Proven management skills and diverse knowledge in human relations as well as working knowledge of Ministry of Labour Laws
- Proven mechanical aptitude and abilities. Have an understanding in water and wastewater processes and treatment options.
- To be able to deal with sensitive matters of urgency with the public, other departments and stakeholders.
- Be proactive in adhering to and promoting Health and Safety practices.
- Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents
