In an environment that supports continuous improvement and under the supervision of the Manager of Transit Administration, this employee is responsible for the service planning functions of Regina Transit. The employee will be responsible for reporting overall system performance and setting short-term and long-term service plans. The employee will work closely with Communications & Engagement to consult, inform and communicate to residents about potential service changes.

**DUTIES AND RESPONSIBILITIES**:
Plans, analyzes and evaluates all aspects of service relating to the provision of public transportation.
Develops, coordinates and manages the City’s short and long-range planning efforts.
Develops an implementation plan for service changes and expansion.
Create and update bus route networks in response to changes in city growth patterns.
Monitors and reports performance of the transit system including financial performance
Develop recommendations regarding provision and design of future transit facilities.
Represents the department in co-ordinating transportation planning issues throughout the City.
Develops, co-ordinates, monitors and updates transit planning models and techniques.
Maintains data to support planning activities.
Designs, plans and directs the collection of data required to monitor system performance, analyze trends and update planning models.
Supervises field staff or consultants required to conduct surveys or studies.
Coordinate with Communications & Engagement about possible resident consultation and communication regarding new service changes.
Oversees transit scheduling and bus stop placement.
Represents the Department interests during review of new subdivision proposals and other developments issues.
Prepares reports on various issues and actions, including formal reports to Council.
Remains current with transit trends and industry reports.
Performs related duties as required.

**KNOWLEDGE, ABILITIES AND SKILLS**:
Advanced knowledge of transportation planning, specifically urban transit planning.
Advanced knowledge of quantitative methods of analysis and research, including survey techniques.
Thorough knowledge of budgeting and financial analysis tools.
Thorough knowledge of the statutes, regulations, policies and capabilities with respect to the implementation and operation of transit routes within a municipal area.
Ability to communicate effectively orally and in writing, including public presentations.
Ability to compile, study and analyze technical and statistical data utilized in transit planning.
Ability to establish and maintain effective working relations with superiors, subordinates, civic officials and the general public.
Ability to co-operate and contribute to a teamwork environment.
Ability to exercise a high degree of initiative and work with a considerable amount of independence.

**EDUCATION AND EXPERIENCE**:
A degree in Transportation Planning, land use planning, administration or a related discipline.
Minimum of five (5) years related experience in a transit environment.
Experience in budgeting and cost analysis is an asset.
Experience with public consultation is an asset.

**WORKING/OTHER CONDITIONS**:
The position works mainly in an office environment but will require to travel through the city for meetings and site inspections.
Successful applicant must provide proof of educations and recent criminal record check.
