Job Reports To: Senior Manager, Contracts & Risk Assessment

**Key Activities**:

- As a Buyer at the National Art Centre (NAC), you will play a pivotal role in supporting the Senior Manager, Contracts & Risk Assessment, overseeing the organization's Procurement, Contract Management, and Insurance Risk Management program. The incumbent will support the competitive process for RFPs, RFQs from start to end. Working closely and collaboratively with the purchasing and finance teams, vendors and internal stakeholders to provide support in a of variety purchasing activities.
- They will be responsible for facilitating the procure-to-pay process by preparing and issuing Purchase Orders and requisitions in strict accordance with the NAC's procurement policy.- Key Responsibilities:
- Collaborate closely with the Senior Manager, Contracts & Risk Assessment to enhance and execute the Procurement, Contract Management, and Insurance Risk Management program.
- Provide technical and resource support to the Procurement team regarding procurement processes, policies, trade agreements and procurement strategies.
- Demonstrate proficiency in the Government of Canada's Tender Management System to effectively facilitate the public procurement processes.
- Purchase materials or other goods and coordinate activities involved with procuring goods and services on behalf of the NAC.
- Prepare and review bid requests and proposal and estimate values according to knowledge of market price.
- Ensure compliance with applicable regulations governing public procurement practices.
- Cultivate positive relationships with vendors, suppliers, and contractors to optimize the procurement of goods and services.
- Maintain meticulous records of procurement activities, contracts, Purchase Orders and vendor communications.
- Generate regular reports for the Senior Manager regarding procurement performance and compliance.
- Receive and request insurance certificates on behalf of the NAC, ensuring compliance with contractual obligations and insurance requirements.
- Maintain accurate records of insurance certificates and communicate with vendors to fulfill insurance requirements.
- Perform various clerical tasks and assist in the day-to-day activities of the Procurement team

**Skill Requirements**:

- Bachelor's degree in Business Administration, Supply Chain Management, or a related field.
- Proven experience in procurement, with a focus on public procurement practices.
- Fluency in both French and English is mandatory.
- Experience with the Government of Canada's Tender Management System is an asset.
- Experience with Bonfire eProcurement system is an asset
- Experience with Excel and MS word is required
- Excellent communication and negotiation skills.
- Detail-oriented with a commitment to maintaining high standards of accuracy and compliance.
- Ability to work collaboratively in a dynamic team environment.
- An equivalent combination of education, training and experience may be considered.
