**ABOUT THIS CAREER OPPORTUNITY**

The Buyer will purchase general and specialized equipment, materials and business services for use for the region. The Buyer will provide technical and administrative support to the company with emphasis on sourcing, negotiating price and purchasing material, assist in estimating, provide field staff support and issue purchase orders in a timely fashion.

**RESPONSIBILITIES**
- Understand and interpret technical specifications and needs of end-users
- Plan, coordinate and execute procurement activities for nuclear equipment, materials and services
- Review bidder information, prepare and issue RFP and tender documents, evaluate bids, and provide recommendations
- Negotiate contracts as required
- Complete contract administration activities
- Work with QC inspectors to conduct surveillance and inspection and test plans as required
- Review and escalate claims as required
- Communicate relevant information to internal stakeholders (engineering, construction, QC, accounts payable)
- Monitor and track vendor performance
- Understand vendor marketplace and market conditions
- Develop and maintain relationships with existing and prospective vendors

**EDUCATION REQUIREMENTS**
- Bachelors' Degree, Diploma, Designation or equivalent in related field

**WORK EXPERIENCE REQUIREMENTS**
- 5+ years of procurement experience preferably for construction or nuclear projects in an EPC environment
- Strong understanding of nuclear, mechanical or electrical materials
- Experience on projects with medium to high risk and complexity
- Experience negotiation supplier terms and conditions
- Past involvement in strategic planning and implementation
- Experience in a supervisory role is an asset

**SKILLS, ABILITIES, AND OTHER REQUIREMENTS**
- Proven understanding of procurement and contract administration process
- Understanding of CSA N299, CSA N286 and CSA N285 QA programs is a strong asset
- Working knowledge of Asset Suite 7 or 9 is a strong asset
- Strong communication, organization, analytical, and negotiation skills
- Ability to implement Change Management processes.
- Basic understanding or project management, engineering and construction processes, procedures and relevant software
- Proven ability to work effectively both independently and in a team based environment
- Intermediate Computer Literacy; Microsoft Office programs and JD Edwards
- A Security clearance will be provided by the client
